Covid, government assesses restriction: restaurants closed early, regional closings and smarter work

Covid exceeds 5,000 infections in a day and the government studies a strategy to avoid a second blockade. The measures will mainly refer to the strengthening of smart work and localized closures, but it cannot be ruled out that, in extreme cases, the prohibition to move between regions may re-enter into force. And then possible squeezes in transportation and facilities, but also a new stop for massive events. In addition, the new Dpcm in which the government works will have the priority of protecting the most delicate sectors: schools, essential services and productive activities. Prime Minister Conte, in other words, seeks a difficult compromise between protecting public health and the need to impact people’s lives as little as possible.

The government plan

The details of the measures are not there yet, but we are thinking of a package of interventions. Starting with localized closures “where necessary”, confirms the Undersecretary of Health, Sandra Zampa. Local red areas, in essence, where larger or smaller blocks will be activated depending on the size of the groups, with the aim of circumscribing the virus. If after 14 days the situation has improved, the closures will be removed, otherwise they will be prolonged and will extend, in case of deterioration, to the surroundings.

This is what could happen in different areas and municipalities of Campania very soon, if the situation were the current one. “We will make all the necessary decisions – says President Vincenzo De Luca – the objective is to have a balance between the new positives and the healed. But if we have a thousand infections and two hundred cured, it is confinement ».

The prohibition of movement between regions is not excluded.

Another measure was announced by the Minister of Regional Affairs, Francesco Boccia, and it would be a return to the past: the ban on travel between regions. At this moment nothing can be excluded, but not excluding interventions does not mean closing, but rather being ready for any intervention ”. In the coming days, Boccia will reconvene the control room with the Regions to take stock of the situation and evaluate possible movements with the governors. It is obvious that, says the president of the Conference of the Regions Stefano Bonaccini, in a situation like the current one there is no place for an institutional clash between Rome and the territories. “Government and Regions must necessarily work together, I see no other way.”

Strengthening smart work

In these hours, other hypotheses make their way into the government, always with the aim of avoiding the closure of entire sectors and interrupting work activities but at the same time reducing the possibility of contagion. The first is to strengthen smart work by ensuring that all those who can work remotely avoid reaching offices and workplaces. “We must do everything – government sources repeat – not only to limit contact between people but also circulation.”

Transportation limitations, venues and mass events

And in this context, restrictions on local public transport could also be considered. Bonaccini again: “if the contagion increases and we find ourselves with more worrying situations, we must be prepared for any major restriction.” At the Dpcm there could also be a stop for massive events. The CTS requested it and the guardhouse of the Ministry of Health confirmed it in the weekly bulletin. It is essential to avoid events and initiatives with risk of aggregation in public and private places ”. It means limitations for outdoor shows, sporting events, fairs, events involving thousands of people, but also private parties and ceremonies.

We continue to think about a possible reduction in the opening hours of the premises as well as a remodeling of the prescription of sports activities, starting with contact sports. The only certainty is what Minister Boccia repeats. We need “maximum rigor”. And for that reason, “if necessary, we will tighten the screws even more, stopping where necessary: ​​school, work, hospitals.”
