Much money and now. Giuseppe Conte, after the street protests and the sabotage of his majority, tries to make amends with the country. And he reaches a truce with the parties that support him, although the tension with Italia Viva remains high, opening the state coffers to repair the damage caused by the new Dpcm released on Sunday in an attempt to stem the wave of infections.

As promised, the government, in a quick meeting “and with a unanimous vote” (Renzian ministers included), gave the green light to the “refreshment decree” of more than 5 billion. And behind this election is the moral persuasion of Sergio Mattarella who met the prime minister in the Supreme Defense Council. For the head of state, “after the restrictive measures, the calming measures were essential.” Hence the “mad race against time”, of which Conte spoke, carried out by the executive to launch the provision within 48 hours of the Prime Minister’s decree.
The premier, illustrating the disposition with the ministers Roberto Gualtieri (Economy) and Stefano Patuanelli (Development), spoke of “open dialogue” and a “constructive approach” with the categories, recognizing their “sacrifices and difficulties”. He denied having discriminated, favoring some categories and hitting others: “For us there are no citizens of Series A and citizens of Series B. To prevent the curve from escaping us, it is essential to reduce the main opportunities for socialization.” Again, explaining the logic of the much disputed Dpcm: “With a continuously rising epidemiological curve, we cannot fool ourselves that people go without fear to the gym, to the restaurant.”
The usual warning was not lacking, accompanied by the confirmation that there may be “territorial closures”: “If we respect these measures, we will have a good chance of facing December with some serenity, without a health system at the end.” Otherwise, we will find ourselves with the need to operate a emergency shutdown widespread, a scenario that we must avoid at all costs.
Then, after excluding assets or new taxes, Conte condemned street violence: “We cannot share them, as respected Italians do not share them. And then those who are on the street and demonstrate, do not want to be exploited by those who, in a systematic way, try to blow up discontent. We already have a pandemic that generates many problems for us, we try to solve them constructively. Violence generates violence and does not bring anything good to the country ”.
In his repair operation with the categories affected by the Dpcm, Conte had met in the morning with the leaders of Confcommercio, Confesercenti, Cna and Confartigianato by videoconference. The prime minister said he was “fully aware of the difficulties.” And he defended himself against the attacks: “Anyone who says that the government underestimated the pandemic in the summer is talking nonsense.” Then launching a call for unity: “The government assumes its responsibilities and it is fair that its work is the object of criticism, but if we lose sight of the objective of marching all together to get out of the pandemic, we run the risk of aggravating the situation “.
More or less similar was the script that was staged during the meeting, again via videoconference, with the president of Coni Giovanni Malagò, the Paralympic Committee Luca Pancalli and with the representatives of the main associations of those responsible for sports facilities. Here Conte had explained the reason for the repression: “We have to reduce the number of contacts.”
“A first step, but it is not enough”, was the reaction of the representatives of the categories when reading the draft of the decree. Malagò, due to errors in the convocation of the Minister of Sports Vincenzo Spadafora, spoke instead of “formidable minestrone”, of a “meeting with completely different interests”. More or less similar the reaction of Federico Petrucci, Federbasket: “Total chaos of a Barnum circus.”
The afternoon summit
In the evening, with the soda decree in his pocket, Conte met with the leaders of the majority group. Italia Viva had come forward calling for “concrete changes to the Dpcm.” But he remained isolated. And the premier more or less repeated what he had said at the press conference, closing the measures launched on Sunday: “The Dpcm is that, it does not change.”
Frankly, I am surprised by the distinctions of the next day. And if it is easy to act as a counterpoint, it is more difficult to indicate other measures to contain infections. If there are different sensitivities, we will take them into account for the next measures. Then, abruptly: “However, on the night of the Dpcm there were no alternative proposals and Italia Viva was present.” The Renzians kept the point. But without biting. After all, President Ettore Rosato had merely smothered the premier’s baton: “Conte would not be surprised by the honor of the next day if he only learned to listen to the suggestions of the day before.”
