The M5s say they have no plans to consider the MES for health care costs until it is proven that there are no tricks. But the M5 may not have realized that it had already cleared up all doubts during a special Cdm: the one on July 6. And it is possible that the reason why the Democratic Party shows some optimism about the possibility that the government can unblock the practice of ESM is linked to a screenshot that has been running for a few days in the mailboxes of some important exponents of the majority. This is the story and it is not bad.
On July 6, the Minister of Economy, Roberto Gualtieri, presented to the CDM the scheme of the National Reform Program (Pnr). The PNR, which Roberto Gualtieri signed together with Giuseppe Conte, is a 133-page booty that contains the plan that should outline the policies that the government intends to adopt in the 2021-2023 triennium for the relaunch of growth. In that document, Gualtieri and Conte write that “the EU’s response to the pandemic is articulated in several important initiatives.” And among the “important initiatives” the Prime Minister and the Minister of Economy also include “Line of credit to support pandemic crises of the European Stability Mechanism”. However, the use of the adjective “important” – “this is appropriate or necessary to take this into account” – is just an indication of a more interesting detail that appears a few lines later, on page four, when the PNR, to eliminate all doubts, it explains what this “Credit Line for Pandemic Crisis Support of the European Stability Mechanism” consists of.
