The Ministry of Health has published the Ministerial Order of December 24, signed by the Roberto Speranza ministry, which gives the green light to the adoption of flexible ways in organizing the return to classes of high school students.
From January 7 to January 15, teaching activities must be guaranteed with the presence of 50% of the student population. The rest of the activity must be carried out through integrated digital teaching.
The ordinance will be valid until January 15, 2021.

The Ordinance of Minister Speranza was expected and had been announced by the Ministry of Education with note 28290 of December 22. The MI had announced that the need has arisen to modify the indicated provision, in the sense of establishing as mandatory the completion of 50% of the didactic activity in presence, with the aim of ensuring the achievement of 75%, gradually , where this is not immediately possible. To this end, given that a new Decree of the Prime Minister on the matter will not be adopted immediately, it will be necessary for this measure to be foreseen by specific order of the Minister of Health.
The Ministry of Education had announced that, in the field of transport, the agreement between the State and the Regions provided for the competent institutions to reprogram, on the basis of the operational documents prepared by the tables managed by the Prefectures, the public transport services local and regional and the consequent need to activate additional services to guarantee the correct development of the school year.
On the basis of the indications contained in the prefectural documents, it will also be considered to promote smart work for the public and private sector and the flexibility of the hours of commercial activities to also stagger the entries of other sectors as well as the school sector .
Subsequently, the Regions and Autonomous Provinces will develop an operational plan that ensures the rapid and timely application of the health protocols related to the screening methods of the student population.
There will be a true fast track for the school that will also address the immediate administration of quick swabs to close contacts of the infected person.
The Government undertakes to identify additional funds for the recognition of the supplementary salary of the ATA staff to guarantee, also in the face of the greater staggering of admission hours, the continuation of the operation of second grade secondary schools even in the afternoon, when necessary.
Additional resources are expected to be allocated to additional public transportation services.
