The rise of undeclared work
The first part of the agreement reached overnight concerned the possibility that the employer could mention the illegal worker when declaring himself. It is a classic form of regularization (the last one was carried out by Maio Monti), but in this case it expands: because in addition to foreign agricultural workers, also thanks to Provenzano, domestic workers and Italian caregivers and workers are added. As refreshment for the self-declared donor, there would be criminal immunity, and precisely that against which Sibilia lashes out. But otherwise, no employer would declare itself and there would be no black emergency.
The six month limit
In addition to the classical but reinforced regularization, an additional method had been inserted, that of a temporary permit for job search. The time limit, because applicants must have had a residence permit in the past, which can be humanitarian, work or tourist, which expired on October 31, 2019. The other concession made by Vito Crimi and his followers was the duration of the permit renewal, which the 5 stars initially wanted in one month and had agreed to take up to six months, as requested by Bellanova.
