Umbria should be “green”. The new dpcm that will come into effect on Thursday was published in the morning in the Official Gazette and by hour it will be known in what risk range the region will be placed with an order from the Minister of Health, Roberto Speranza. On Tuesday, President Donatella Tesei presented the advice entrusted to the former head of Civil Protection Guido Bertolaso, answering a question that defined Umbria as “moderately critical” but the classification criteria were still uncertain. Throughout the hours, according to the scheme outlined by the government and based on the 21 criteria identified, it should end up among those to which the minor restrictions will apply. According to rumors, in fact, Lombardy, Piedmont, Calabria, Alto Adige and Valle d’Aosta and perhaps Campania would end up in the red zone. In the orange, Puglia, Sicily, Liguria and perhaps Veneto. The others, including Umbria, in fact, in the green zone. What does this mean in practice?
UMBRIA: HOSPITAL AND BERTOLASO APARTMENT
The actual situation At the moment the Umbria scenario is derived from the ordinances with which, in recent days, the Region has imposed distance education for all secondary and high school students from November 3 to 14, the Sunday closing of shops, supermarkets and shopping centers and the stop, as regards amateur sport, also for individual training. Gambling halls and slot machines in bars and similar structures have already been closed. In addition, there is also a cut in public transport capacity from 80 to 50%.
Green areas The lowest restrictions apply to regions with lower criticalities according to the ministry coefficient. In essence, the regulations in force for the entire country would come into force, namely: the cessation of the movement of people from 10 at night (a mediation between those who did not want it and those who wanted it from 20 ), the return of self-certification for those who must leave home after that time (but only for work, necessity and health reasons), closing of exhibitions and museums, distance education for high school and in presence – but with the obligation of a mask – for primary and secondary school, closing of medium and large sales structures on holidays and pre-holidays (so for Umbria the lockout would come from Saturday) as well as betting corners and games in bars and watertight; finally, stop with the contest procedures, obviously except for the evaluations of the candidates carried out on the basis of curriculum vitae or electronically.
Orange areas Inclusion among the orange regions would also mean the closure of bars and restaurants, which therefore could not remain open until 6:00 p.m., and shops. To ‘save’, however, are the hairdressers and beauty centers. Regarding transport, here too the capacity is reduced by half, while the dpcm would prohibit any movement of the region, inside or outside, in the orange zones; Those who are in a municipality other than that of residence, domicile or domicile are also prohibited, without prejudice to work, study or health needs.
Red zones In the most disadvantaged regions, identified by the ministry, any movement to other regions and within the territory will be prohibited, except for work, necessity or health reasons. In a distance school since the seventh grade. Closed bars, pastry shops, restaurants and all non-essential stores. Home delivery or take away is allowed. In short, the opening of hairdressers and beauty centers in these areas was also guaranteed.
