The new system serves to clear up the skills chaos and responsibility rebound, which is no longer tolerable in the ongoing pandemic. The simple idea. There are three levels, one national and two local. Three rounds you get to based on that kind of Covid basket which are the parameters developed by the Technical-Scientific Committee: the contagion rate Rt, the saturation of therapies, availability of beds, tampons made and much more. These parameters are the basis of the 136-page document – Prevention and response to Covid19 – prepared by Iss and the Ministry of Health and shared at the Conference of the Regions on October 15. The focus on school

The lowest level is occupied by the regions that have an Rt between 1.25 and 1.5 and that present a very high risk that can no longer be managed with ordinary measures (scenario 3 of the maxi document of October 15). These regions are on early warning, because they suffer the same measures already decided at the national level but, based on weekly monitoring, they may end up at the highest level of alert. One in which the regions have an Rt greater than 1.5 (there are 13) and present a very high risk that is framed in scenario 4. Lombardy and Piedmont will finish in the worst group. Calabria will most likely end the same, while Puglia remains on the brink, as does Bolzano. Here you can decide the confinement, with exits allowed only for work and health reasons, with self-certification. For schools, discussions are still ongoing. The orientation of keeping only elementary and middle schools open. But the numbers are also negative for many other regions. The worst are Sicily, Liguria and Campania. But the forecast for November 26 sees many Regions beyond the 30% bed occupancy threshold in intensive care and / or 40% in hospitals: Abruzzo, Calabria, Campania, Friuli-Venezia-Giulia, Emilia-Romagna, Lazio, Liguria, Lombardy, Molise, Piedmont, Bolzano, Trento, Puglia, Sicily, Umbria.

Minimum duration of three weeks

The local blockade will have a minimum duration of three weeks.: two plus a third to assess whether there have been improvements. Upon expiration, if the region remains at its level, the measure will be extended by one week, otherwise the measures will be revoked. On the other hand, just one week of very negative data will be enough to be subject to a restrictive order. The measures taken will also be temporarily modulated, taking into account the other element that puts emergency rooms and hospitals at risk, that is, the flu.. At peak times in winter, measurements will be tighter, only to become lighter in spring. Granted, not granted, that will still be needed.
