As of today, and for at least two weeks, four Regions – Lombardy, Piedmont, Calabria and Valle d’Aosta – are red zones. To establish this, based on the semiautomatic mechanism structured by the new Dpcm (Decree of the Presidency of the Council of Ministers) approved on the night between November 3 and 4 (here the text) was an ordinance of the Ministry of Health.

The choice to include these four Regions in the red zone – the one with maximum risk due to the trend of the Covid pandemic, in Italy -, and to include two more in the orange zone (Apulia and Sicily: here the map of the country), has It triggered the protest of some local administrators. The government highlighted how the Regions are the source of the data related to the 21 criteria that decide if their territory is in the red zone, and how they have been included in the tables that the decision-making mechanisms have developed.

So what can you do in Lombardy, Piedmont, Calabria and Valle d’Aosta? And what, on the other hand, cannot be done?

– Any movement in and out of the Region is prohibited and any movement within the territory itself is prohibited. There are exceptions: you can leave home for work, study (that is, if I have to go to school or work, or I have to accompany the children to school), for health reasons or for reasons of need and urgency. Not only that: you can travel for physical activity (a walk: to do it alone, with a mask and near your home, during which you can go to the stores that will remain open) and for sports activities (from do it outdoors and alone, but there is no obligation to stay within the confines of your home).
– to move, a self-certification is required: the form here. If you leave without a form and are detained by authorities, you must explain the reasons why you left the house; subsequently, the authorities themselves may carry out controls.
– retail stores are closed, except for grocery stores, pharmacies, newsstands and other stores (from laundries to florists) and services (such as hairdressers: here you will find the list of stores that can remain open); non-food markets closed;
– bars, pubs, restaurants, ice cream parlors, patisseries are closed: only catering with home delivery is allowed and, until 10 p.m., catering with takeout
– Sports activities are suspended, including those carried out in open-air sports centers. As mentioned above, you can do outdoor sports alone (a run, a bike ride)
– primary and secondary students and kindergarten children can continue teaching in the presence; everyone else will have to follow the lessons remotely.

Here are the rules in force as of today for the orange zone (Puglia and Sicily: the most important thing is that you cannot leave your municipality, except for health, work or necessity and urgency reasons, and in this case self-certification is required ); here they are in force throughout Italy (the most important, which should not be forgotten, is the curfew, which begins at 10 pm).
