Prime Minister Giuseppe Conte signed the new Dpcm which comes into force on December 4 and will run until January 15, 2021. (Here all the rules on lunches and dinners at Christmas and New Year and here the movements between Municipalities and Counties between Christmas and New Year).
The road is still long, we must avoid the risk of a third wave in January, which could not be less violent than the first and second. With this warning, without remembering that yesterday Italy reached the very sad record of almost a thousand deaths, Prime Minister Giuseppe Conte tried to convince Italians that there is no time to go on vacation in the snow or for other trips around. around the world. In the central two weeks of the Christmas holidays, cruises will be suspended and those who want to cross the border on their return will have to undergo quarantine. (Here you will find the definitive text of the Dpcm; here all the travel regulations between Municipalities and Regions, and here those on how to celebrate Christmas and the New Year).
When is it necessary to quarantine after returning from abroad?
The new Dpcm tries to convince Italians not to cross the border and Conte confirmed at the press conference that those returning from abroad will have to quarantine themselves, as anticipated by the Messenger Service. From December 21 through Epiphany, all returning from abroad must observe the quarantine period. For example, it will be possible to go skiing in Austria or Switzerland, but on the return you will have to lock yourself in the house and stay there for two weeks following the rules of preventive detention. As of December 10, those returning from one of the 27 EU countries will have to 48 hours before leaving for Italy to take a swab and present it upon arrival: if it is negative, they can enter without quarantine. On the other hand, those arriving from a non-Schengen country will have to do so. To avoid this, you must return to Italy before December 20 or after January 6.

Health reasons, emergencies, work: what are the expected exceptions?
The Dpcm obviously also provides for exceptions. Travel is prohibited, as long as it is not framed in the reasons that must be proven by declaration: work needs, absolute urgency, health needs, study needs, return home, domicile or residence. Citizens of the EU member states, Great Britain, Northern Ireland, Andorra, the Principality of Monaco, San Marino, the Vatican City can enter Italy. Those who come from these countries are allowed to enter the national territory to reach the domicile, domicile or residence of a person, even if they do not live together, with whom there is a proven and stable affective relationship. A similar exception is allowed for long-term resident third-country nationals.
How long will cruise ships not be able to sail?
There are no Christmas cruises, in the year of the pandemic. So much so that in the afternoon the Costa company adds to the additional effort that has been required of the country and all Italians in the next vacation and announces the suspension of travel. In article 11 of the Dpcm it is written that from December 21 to January 6 the cruise services of Italian-flagged passenger ships with Italian ports as places of departure, stopover or final destination are suspended. From December 20 to January 6, foreign-flag cruises are also prohibited from entering Italian ports. Before and after the core two weeks of the Christmas vacation, cruises may continue to meet CTS validated guidelines. Anyone subject to quarantine or fiduciary isolation is not allowed on board
