Quality of life focus, Bologna first. Covid effect in the North: Milan loses 11 positions

Won the challenge at the time of Covid

Even in its entirety Covid tra Usca (the special care continuity units), beds in intensive care me Hotel covid never ended up in trouble; have the higher rate of schooling in terms of graduates and ranks among the top spots for continuing education. Thus, it stands out for its digital transformation index and its rapid diffusion on the Internet. Mayor Merola: “A city that can resist”

“This result comes in the year of the pandemic: our city knows how to resist and, above all, knows how to look to the future. I thank the Bolognese and the Bolognese, protagonists of a resilient, open and innovative city ”. So the mayor of Bologna Virginio Merola Comment on Facebook the result of the Emilian capital with the best quality of life in 2020 according to the annual ranking of Sole 24 Ore.

Emilia Romagna in fourth place, but many firsts

L ‘Emilia romagna has many new features: ranks first in Italy for female employment (67%), by internationalization rate (more than 11 thousand euros of exports per capita), for broadband coverage of small towns and schools. In the ranking of regions Emilia-Romagna ranks fourth but only because in front of him he has the three territories of the northern special status, which enjoy autonomy of strategies and spending.

Rimini falls to 36th place, but Ferrara rises

What if it wasn’t for Rimini that, due to the collapse of tourism and the high crime rate, thumps from 17th to 36th place, all the other provinces recover positions in the ranking, with Ferrara, historically the most fragile and poorest area in the region, which even recovers 30 steps.

The impact of the pandemic and the new indicators

The objective of the 2020 edition – what it analyzes 90 indicators, for the most part (around 60) updated to 2020 based on the latest available data, is for live counting the different impact of the coronavirus pandemic in the territories. The research approach confirms the six thematic areas of analysis that photograph the complexity of life in the Italian provinces: 1. Wealth and consumption; 2. Demographics and health; 3. Business and work; 4. Environment and services; 5. Justice and security; 6. Culture and leisure. With an important choice of field: within these areas have been included 25 indicators documenting the main consequences of Covid-19 on health, economic activities and social life. Among these new parameters, for example, are Covid cases in relation to the population, the only index whose score was weighed the most in determining the final ranking precisely to attest to the exceptional nature of these months in the everyday life of all Italians.

Covid-19, the hard blow from the North ‘sinks’ Milan

On the podium is Bolzano (2nd) me Trento (3rd), regular the top 5 Quality of life, which were able to maintain their positions even in the pandemic year, although they are now expected to experience a difficult winter for the mountain economy. Apart from these two provinces, the survey shows how above all the north of the peninsula is penalized by the large-scale effects of virus: Here, in fact, the largest spread of Sars-Cov-2 is recorded in relation to the resident population. Lombard provinces have a negative sign, worsening compared to last year, with the exception of Sondrio and Mantua. It also hit Milan – winner both in 2018 and 2019 – losing 11 positions, where the fall in GDP per capita weighs on the basis of 2020 estimates, but also the new indicator on the average living space available (with an average of 51 square meters family).

Penalize large cities and resorts

The crisis penalizes the most touristy metropolitan areas, such as Venice (33rd, 24 positions down), Rome (32nd, -14), Florence (27th, -12) or Naples (92nd, -11). And the lack of tourists is also affected by the spas: the provinces of Apulia and Sardinia get worse (except Cagliari and Foggia), Rimini (36th, loses 19 places compared to last year), Salerno, Siracusa and Ragusa. Only Liguria goes against the trend, all improving, where even Genoa (19) celebrates the reopening of the viaduct over the Polcevera with a good performance after the collapse of the Morandi bridge, recovering 26 positions. To register “growth spurts”, ranking among the top ten, there are also other medium-sized provinces such as Verona (4th, +3 positions), Udine (6th, +10 obtaining their best performance in Justice and Security) and Cagliari (9th, +11, queen of the Demography and health category).

The north falls, but the south does not rise in the ranking

Post-pandemic budgets are still premature. But for the moment, although it mainly affects the territories that traditionally occupy the highest part of the ranking, it has not managed to drag them to the bottom. The South, in fact, remains stationary at the bottom. of the ranking, with its usual problems. The metropolitan areas of the South are gaining positions in the Demography and Health chapter, precisely because the virus has hit harder in other places, but they remain at the bottom of the other categories where the structural gaps inherited from the past weigh. This year Crotone closes the ranking, preceded by Caltanissetta, the last last year.

The Covid effect in 25 indicators

To better understand the impact of the pandemic that affected 2020 and inevitably affected the quality of life in the provinces, the Sole 24 Ore survey also proposes to focus on 25 indicators, updated between June 30 and October this year. Among these: GDP per capita; the authorized hours of dismissals; citizenship income; deaths and births; registration and cancellation of the registry office and the commercial register; the number of bars and restaurants; litigation in court.

From the analysis of the 25 parameters emerges the depth of the economic and social crisis, for now held in check by buffers, contributions and state aid. the Basic income, for example, it increases in large cities and in the south: in Milan, where checks are just under 13 per 1,000 inhabitants, 40.3% more were issued between December 2019 and August 2020. In Naples and Palermo there are 49 and 51.5 contributions per 1,000 inhabitants, an increase of 36% and 33.2%. Between January and September 2020, however, the average hours of authorized layoffs in the national territory for each company increased by 5,975.21 percent, with the difficult situation in all the provinces of Italy.

Bologna registers a per capita increase of 53.9%

Some areas have increased social spending to meet needs such as home care and transportation for the elderly and disabled. The first data communicated to the Siope database reveal it (although we will have to wait for the final balances): Bologna registers a per capita increase of 53.9% compared to the same period last year. However, there are areas where, between January and June, social spending appears to have decreased a lot compared to the same period in 2019.

Business dynamism, then, characterizes some territories more inclined to take advantage of opportunities even in the pandemic. In particular, a Lecco (+ 30.77%), Meadow (+ 29.69%), Brindisi (+ 26.61%) and Matera (+ 26.23%) have increased the number of e-commerce companies, while the start-up boom is registered in Imperia (+ 200%), Viterbo (+ 66.67%), Arezzo (+ 54.55%) and Siena (+ 50%).

Focus on digital with 10 parameters: who excels in the digital spin

The analysis of the 2020 territorial data present in the Quality of life allows detecting, through a new selection of ten of the 90 indicators – The existing gaps in the country in terms of digital evolution, which experienced an unprecedented momentum and represented a lifeline for many sectors, becoming an increasingly important asset for the future. The geography of digital Italy, however, is not entirely obvious. And the arrival of the virus did not find everyone prepared in the same way. Among the primates is Florence, awarded by the digital transformation index developed by Forum Pa, while Viterbo leads the number of Spids distributed per thousand inhabitants, Monza and Brianza for the participation of public bodies that depend on the unique platform Pago Pa and, finally, Milan due to the incidence of e-commerce companies on the total.
