The map of Italy is taking shape in these hours, colored according to the risk bands in which the Regions will be inserted, with the consequent minor or major restrictions, in the dpcm that the government is about to launch and that will remain in force until next December 3. . Today’s very long meeting between Giuseppe Conte, the heads of delegation of the majority parties and the Minister of Regional Affairs Francesco Boccia is evaluating various hypotheses, which will be discussed with the governors and presented to the Scientific Technical Committee.

Lombardy, Piedmont, Calabria, Valle d’Aosta and Alto Adige should end up in the red zone. In these territories additional restrictions will be introduced with respect to those announced yesterday by the premiere and valid throughout the national territory (100% distance education for all professional colleges and institutes, closing of shopping centers on holidays and days before holidays, closing galleries and those dedicated to bingo, in addition to the spaces dedicated to these activities in tobacconists, stops in museums and exhibitions, maximum capacity of public transport limited to 50%.). In the territories included in the third strip (for a minimum of 15 days and with weekly updates), internal movements and entry and exit will be prohibited except for proven work needs, health needs and reasons. Retail commercial activities will also be suspended, except for food and basic needs, markets, pubs, restaurants, ice cream parlors and pastry shops will be closed and sports activities will be closed. Catering will only be allowed with home delivery and, until 10.00 p.m., to go.

There are six other regions under discussion, which currently range between the orange and red zones: they are Puglia, Campania, Umbria, Tuscany, Marche and Lazio. Orange should also be Liguria and Veneto, but the latter could be included for now in the lower risk band, green, along with the rest of the Italian territory. For the orange areas, entry and exit movements will be prohibited, except in the cases already indicated for the red areas, but inmates will be allowed as long as they are within the municipality of domicile or residence. Catering services are also closed here, except for home delivery and take-out until 10.00 p.m., while the rest of the commercial activities may continue to operate.

The transfer of a territory from one risk zone to another will take place in agreement between the Ministry of Health and the governors, although in case of disputes the government will make the final decision by itself, by order of the Minister of Health.

There was also a heated discussion about the curfew, with the timing of stopping mobility being the subject of lively debate among the majority forces. In the last hours, a compromise has been found: the mobility stop will be set from 10pm to 5am throughout the national territory.
