Private parties are no longer prohibited, just not recommended

It will not be a ban, but a “strong recommendation.” Roberto Speranza insisted until the last in wanting to insert more peremptory rules to avoid meetings in private homes. “Either you block travel or by law it is impossible to do so,” replied a government colleague. The Minister of Health battles, has in mind the data recorded on Friday by the Higher Institute of Health according to which 77.6% of infections occur in the family. Giuseppe Conte unties the knot: “We cannot introduce a binding rule, but the message that must be transmitted at all costs is this: do not organize private events with many people and keep the mask if they are not living in the house.”

The whirlwind of meetings begins in the middle of the afternoon and ends at the end of the night, the falling point that comes out is therefore that of the “strong recommendations”: wear the mask even at home in case of presence with family, friends and known, do not host more than six at the same time, to avoid parties. Francesco Boccia arrives at Palazzo Chigi at 5.30 pm. Together with Giuseppe Conte, they sit in front of a screen. On the other hand, Stefano Bonaccini, Giovanni Toti and Nello Musumeci representing the Regions, Antonio Decaro, Roberto Pella and Virginia Raggi for Anci and Municipalities, as well as three representatives of the Provinces.

The Government illustrates the measures that will enter the new dpcm: stop to amateur contact sports, limit of 30 people for receptions after weddings, communions, confirmations and funerals, curfew for catering services at 24 for those who have service table, until 9 pm without, suspension for school trips and guided visits, reformulation of the capacity of the sports halls at the request of the Regions up to 15% and in any case not to exceed 1000 people outdoors and 200 indoors, a rule saves effects of the previous ordinances for the provisions on the world of entertainment.

Virginia Raggi intervenes, insistently calling for economic support measures concurrent with the curfew for bars and restaurants forced to close early. Then it was Decaro’s turn, who stressed the importance of promoting smart work, in addition to decongesting local public transport. Buses, subways, trams and regional trains are also a concern for many Regions, which see overcrowding spikes that go even beyond 80% of what is allowed. Stefano Bonaccini has made himself the bearer of a proposal from some of his classmates, which would foresee the development of distance education during the last years of high school for the same purpose. The Government has guaranteed an additional check, but sources from the Ministry of Education exclude that a provision to that effect is on the way.

The meeting dissolves without any particular friction: Boccia assured that the control room will meet every week, at most ten days, for a permanent connection in the decision-making chain, while Speranza has announced the green light for the reduction to ten days of quarantine and the single pad for return to society. Then Conte, together with Boccia, brings the heads of delegation together for a final check, while the Regions meet again late at night to share what has emerged and take stock of the situation.

From Attilio Fontana comes the request – which finds the green light – to be able to issue more restrictive ordinances, and asks that the Ministry of Health and the Scientific Technical Committee initiate a scientific evaluation that highlights critical issues that may have escaped. They get their hands on each other, because no one, rightly or wrongly, wants to be dragged back into the chaos of last spring. The first step to avoid sinking again will be specified on Tuesday in the final text of the dpcm. If it works, only time will tell.
