More than masks and single-seater benches, the problem these days at the beginning of the school year for many institutions is the lack of teachers, reports the Ansa news agency in an in-depth study.
The Ministry of Education reassures: the appointment of the annual substitutes by the territorial school offices will be completed next week. Then it will be necessary to appoint the so-called ‘Covid staff’ to guarantee distancing and co-presence, especially in kindergarten and primary school, and that will be appointed by the school directors.
Unions dispute this reconstruction– So far less than 50% of the precarious staff have been designated to the CISL school and it is late compared to previous years. Pino Turi (Uil Scuola) agrees: “30-40% were nominated until a few days ago, according to our calculations it does not exceed 50%.”
Although some territories do not register particular problems, in others the situation is worrying: in addition to the empty seats, there would be many irregularities in the allocation of the scores of the latest provincial rankings for substitutes and this also raises the fear of an avalanche of appeals to what over the months. . One of the most serious situations is reported in Lombardy and in particular in the province of Milan where, according to the National Coordination of Precarious Schools, “The rankings full of errors were published very late on September 7. Many professors with many years of service have been surpassed in the ranking by university scholars without a day of service or by colleagues inserted in the first band without a degree ”.
Meanwhile, the Ministry of Education is making rapid progress in organizing the extraordinary competition for secondary school that could be held in mid-October.
There is concern on the part of the unions about the organization of competition tests that should be carried out in schools: will there not be risks? Will adequate sanitation of the environments be prepared? On Monday the ministry and the unions will talk about it during a meeting that is already scheduled.
Meanwhile, this year there would be about 132 thousand annual substitutes to cover to which 70 thousand places must be added as Covid staff.
The situation is tragic for disabled students waiting for support teachers: there are 21,000 vacant positions, but only 1,657 units have been hired, all due to lack of candidates, reports the CISL Scuola. “There are 259,757 people with disabilities who attend our schools and for them there are almost 200,000 teachers, 52% are precarious – says Maddalena Gissi, leader of the CISL Scuola – These days, amid lags and wrong provincial rankings, the most fragile suffer even more.
