Which, in the first place, foresees the possibility of allowing a first segment of categories of workers, starting with those who carry out heavy or strenuous activities, to retire at 62 (or 63) years with a seniority of 36 (or 37). )) years without excessive penalties and with the possibility of exploiting the alternative channel of Mono social in a reinforced and structural version. For the rest of the workers, the minimum exit threshold, again in a flexible code, would amount to 64 years (and in any case not less than 63 years) and at least 37 (or 38) years of contributions and with penalties related to the method of calculating the contribution of some consistency for each year before the age limit of 67 years.
Unions: exit for all after 41 years of contributions
This is a hypothesis that could be carefully evaluated in the coming weeks along with three or four alternatives that have already circulated in recent months. And that would not be entirely unpleasant for the unions for which, in any case, the priority continues to be the guaranteed exit for all (from the so-called “precocious”) upon expiration of 41 years of contributions. In any case, a clear indication should not come from Friday’s round, which should have the function of a first horizon turn at “post-100”.
In the next few days, the 4 technical tables identified in the last meeting between the government and the CGIL, CISL and UIL will also begin to define the package of measures that will be included in the autumn maneuver. The Minister of Labor, Nunzia Catalfo, has given the will to work mainly on three interventions: expansion and strengthening of the Mono social, expansion of the Women’s Option and space 41 for precocious workers.
Caution of the Ministry of Economy
But on this package, which, depending on the configuration, could be worth even more than 500 million, the Ministry of Economy is very cautious for the moment. The impossibility of resorting to a new deficit for the budget law and the need to prioritize the beginning of the fiscal reform and the birth of the single allowance for the family do not leave much room for other spending measures. And above all, the possibility of leaving with 41 years of contributions would be at risk for those who started working very young.
