Bologna, November 13, 2020 – Tomorrow, Saturday, November 14, It will enter in vigor in Emilia Romagna the new anti-coronavirus ordinance, signed by the President of the Region, Stefano bonaccini, valid until December 3. An extreme attempt to try to avoid that, perhaps today, when the updated monitoring data is analyzed, the region passes yellow to orange, with the consequent increase in severe limitations.
An ordinance also shared by Veneto and Friuli Venezia Giulia. Important restrictions show up, in time for next weekend, to shopping, particularly in larger stores, to drinks in bars and restaurants and for himphysical activity.
The goal is to reduce as much as possible meetings, braking the move and shopping in bulk on weekends. Let’s see what will change, in detail, in the different areas:
Stores
The Sunday for to any sales activity, including neighborhood retail stores. Only pharmacies, parapharmacies, food, tobacco shops and kiosks can remain open. On the other hand, the sale with home delivery is always allowed and is “highly recommended”.
Different speech for Saturday and the days before the holidays, when at least the neighborhood stores will be able to remain open.
Medium and large surface storeswhether with a single store or with multiple stores, regardless of how they are connected, including shopping complexes, they will remain in place closed all weekend, therefore also points of sale, commercial parks, mega stores such as Ikea, Decathlon, but also showrooms, large car dealerships and clothing chains. By medium and large area we understand from 250 square meters upwards, in municipalities with more than 10,000 inhabitants, and from 150, in smaller municipalities.
As for Sundays, the prohibition does not apply to the sale of food, pharmacies, parapharmacies, tobacconists and kiosks.
But that is not all. In stores and at any point of sale you can enter only one member per household, without prejudice to the need to accompany people with difficulties or those under 14 years of age.
Markets
No markets in public or private areas, unless there are Municipal Plans that foresee the following minimum conditions: perimeter, independent access and exit doors, public and private surveillance on the application of distancing and security regulations. In Bologna also the Tone, the antique market in Piazza Santo Stefano and the farmers markets; only those from the neighborhood are saved.
Bars and restaurants
No weekend closure, but stricter rules to avoid early aperitifs before 6pm (when the place closes, in compliance with the current Dpcm) and meetings at the counter. From 15 to 18in fact, it can be consumed in bars and restaurants only if you are sitting at the table, inside or outside commercial establishments. A ban already renamed ‘anti-spritz standard’. The consumption of food and beverages is always prohibited in public areas or areas open to the public. On the other hand, the sale with home delivery is always allowed and is “highly recommended”.
Sport
Stop for a morning jog under the arches. Sports activity is prohibited in the streets and squares of the historic center of the city. and in usually crowded areas like me pulmonary. However, it is allowed to do sports and physical activities outdoors, in public parks, green, rural and peripheral areasme, if accessible, always respecting the safety distance interpersonal of at least 2 meters for sports and at least one meter for any other activity.
School
In primary and secondary schools they are Physical education, singing and music with wind instruments were suspended., because they are considered high risk. The ordinance also establishes that, beyond the training activity already regulated by the Dpcm, all the rest must be done remotely (for example, language courses, theater, photography). These are precautionary measures, introduced pending new and subsequent indications from the National Scientific Technical Committee.
Mask
It is always mandatory as soon as you leave home.. Exceptions are children under six years of age, people who are doing sports and those with pathologies or disabilities incompatible with their use, or who cannot use them to interact with these subjects. In the case, then, of momentary lowering of the mask to consume food or drink or to smoke, it must in any case be respected the minimum distance of one meter, except for the provisions of protocols or specific more restrictive provisions.

Bonaccini’s appeal: “We need an extra effort from everyone”
The president of the Emilia-Romagna Region, Stefano Bonaccini, today, in a post on Facebook, in which he reported among other things that it remains positive Coronavirus, as shown by a control swab, and that the doctors diagnosed him with bilateral pneumonia, he commented on the new ordinance, making a heartfelt appeal to the Emilia-Romagna region. “I have adopted a new ordinance, which contains more measures and restrictions. I did it with a heavy heart because I know that behind every suspension or limitation of business and work there are people and families who are even more in difficulties, after already difficult months, ”he said.
Bonaccini asks the people of Emilia-Romagna an extra effort. “Many – he explained – in all these months have shown a great sense of responsibility and civility, following the rules and making sacrifices. But it takes another effort. And we have to do it all, absolutely all, without exception. Because we must prevent the virus from feeding on underestimation and intolerance ”.
Then he raises the alarm about the stability of the health system: “The beds are not infinite – he warns – as is the capacity to withstand grief, illness, and suffering. We also can’t ignore the rules and then say that work or school can’t be stopped. Because it is only on the respect of all the limitations (even the unwritten ones: for example staying at home if it is not really essential to go out) that our ability to stop the infection, to slow down hospitalizations, to contain deaths depends. And to protect the right to health, to work, to school ”.
