The color of the traffic lights changes again: on Monday 28, Tuesday 29, December 30 and January 4, Italy enters the “orange zone”, according to the provisions of the Christmas decree, and therefore also in Lombardy they will relax some restrictive measures. They have characterized the “red zone” and will re-enter into force from December 31 to January 3, January 5 and 6. The first concrete effects of the transition to the “orange zone” can be summarized in three concepts: one can move freely in the Municipality itself, without the need for self-certification, between the 5th and the 22nd; it is allowed to move between municipalities with fewer than 5,000 inhabitants; shops all open (until 9:00 pm), bars and restaurants closed (except for take away and home delivery). But let’s go in order.
The movements
The premise is always the same, regardless of the colors: you can move and therefore leave your municipality or region due to proven health, work, needs (which is demonstrated precisely with self-certification) and return home (address, residence) is always allowed . In the “orange zone” you can move within your municipality from 5 to 22 (without the need for self-certification, which is necessary instead from 22, when the “curfew” is activated, and therefore the self-certification during night hours to also go out in the “orange zone”). Regarding the displacement between municipalities, you can only travel for two reasons other than the verified needs and to return home: visit a relative or friend, go to a private home, within the region, only once a day, with self-certification, and a maximum of two (minors under 14 are not included in the calculation); more than two can travel outside municipalities with a population of no more than 5,000 inhabitants, traveling a distance of no more than 30 kilometers and without going to the provincial capital, therefore excluded from the final destination (according to the government’s Faq, even if is within a radius of 30 kilometers). It is always allowed to return home, while going to second homes located in another region is prohibited.
Shops, bars and restaurants
Stores can stay open until 9:00 p.m. M. (The “reason” for the provision is to prevent customers from concentrating on a tight schedule and meeting), but the activities of catering services, including bars, pubs, restaurants and ice cream parlors, are suspended. and pastry shops. Catering with delivery service is allowed and, until 10.00 p.m., take-out catering: food cannot be consumed on site or near the premises. However, station and airport catering services remain open.
Motor activity and penalties
Physical and sporting activity is allowed as long as it is within the municipality itself and outdoors. Gyms, swimming pools and sports centers are closed. The penalties for those who do not respect the regulations range between 400 and 1,000 euros. There is a risk of more serious consequences, even punishment, for those who leave home despite being quarantined for being positive or maintaining close contact in isolation.
After the three days of the “orange zone” (December 28, 29 and 30) the traffic light will turn red again (December 31; January 1, 2, 3, 5 and 6; only on January 4 ” orange zone “) and from January 7 it will be possible to leave the region again (except for new measures in the coming days). With the “red zone” from December 31 it will be possible to move again only for reasons of work, health and necessity; from 5 am to 10 pm travel to visit friends or family will be allowed within regional borders (maximum two people; children under 14 years old and disabled or non-self-sufficient people living together are excluded from the count); closed shops (except supermarkets, pharmacies, newsagents, tobacconists, laundries), beauty centers, bars and restaurants (take-out allowed until 10pm and home delivery); hairdressers and barbers open.
