After the prohibitions imposed in the red zone during the holidays, on Monday, January 4, Milan and Lombardy return to the orange zone. But only for one day: on January 6 and 7, respectively, one day before a holiday and a holiday, the rules for the red zones will be valid again. On this exceptionally orange day, it will be possible to move freely within your municipality, from 5 to 22, without the need to show self-certification. In addition, the exception remains, which allows travel from municipalities with a population of less than 5,000 inhabitants for a distance of no more than 30 km, excluding in any case travel to the provincial capitals. Visits to friends and relatives in the same private home are also allowed (always from 5 to 22), respecting the maximum limit of two people living together (those under 14 years old and disabled or not self-sufficient people living together are excluded from the count together).
What can be done in the orange areas (faq)
Movements
In the orange zone you can move freely, without self-certification, within your municipality and respecting the curfew, which is still in force from 10pm to 5am. However, it is still forbidden to drive outside your municipality and region except for proven needs and reasons for work, study and health. Similarly to what happens in the red zones, it is still allowed to go to assist a family member or friend who is not self-sufficient without time limits, as well as to visit a private house that moves with a maximum of two people living together. It is also possible to go out to “join the minors with the other parent or in any case the caregiver, or take them away, it is also allowed between municipalities in different areas.”
Shops, restaurants and shopping centers
Bars, pubs, restaurants, ice cream parlors, patisseries can only provide take away food services (until 10 pm) and at home. Consequently, the prohibition of consuming food and beverages in the vicinity of the premises is also maintained. On the other hand, in the orange zone they can open all kinds of shops (not just food), including beauty salons and shopping centers.
Inside the stores, the possibility of respecting the interpersonal distance of at least one meter must be guaranteed. Entries should be delayed so that meetings are not created within the premises and you should not stay in stores longer than necessary to purchase merchandise.
Transport, sport and culture
No changes with the ‘promotion’ to the orange zone the situation of public transport, on which the 50% capacity limit is maintained. The same happens with the sports and cultural sphere: theaters, cinemas, swimming pools and gyms remain closed.
When self-certification is required in the orange area
In the orange zone, self-certification is used to travel during curfew hours (from 10 p.m. to 5 a.m.) or outside its municipality and region, for work, health or need and urgency reasons. In the self-certification, downloadable in pdf, the signer must declare that his movement is determined by:
- labor needs;
- health reasons;
- other reasons allowed by current regulations or by decrees, ordinances and other measures mentioned above that define the measures to prevent the spread of infection.
Visits to family or friends fall into the third case. The address and telephone number must be indicated on the form, in addition, it is necessary to declare that you are not subject to the quarantine measure or that you have not tested positive for Covid-19 (except for movements ordered by the health authorities). What risks do those who are not in good position have? Fine of 400 to 1,000 euros, as required by the decree.
