The decree approved yesterday by the Draghi government provides for several innovations aimed at eliminating obstacles to the vaccination campaign and giving the first indications on the return to normal life, such as Article 10 aimed at revitalizing public competitions.
Apart from the regulations related to the management of the April closure, perhaps the most interesting refers to the article that obliges all health professionals to be vaccinated, including pharmacists and those who work in parapharmacies. Specifically, the text of the decree provides for the obligation to vaccinate all “health professionals and health professionals who carry out their activity in public and private health establishments, pharmacies, parapharmacies and professional offices”. For those who refuse, provision is made for transfer to “tasks, even minor”. If this is not possible, “no remuneration is due for the period of suspension.”

The decree provides for the release of public tenders (for about 110 thousand places) and introduces simplified insolvency procedures. The main changes include a face-to-face written test and an oral test only in competitions for hiring non-managerial personnel. Basically, those who simply inject the drug cannot get involved in the investigations that the Judiciary automatically triggers in the face of complaints from those who think they have been harmed by the vaccine itself. These complaints sometimes force doctors to appoint an attorney even when they have no responsibility. Obviously, those who inject the vaccine must respect the regulations established by the Ministry of Health for injections.

During the entire month of April (if there is no news) and in all the regions of the red strip it will be prohibited to visit family and friends. On these dates it will be possible to visit friends and family once a day by a single person or by a couple accompanied by children under 14 years of age and people who cannot be alone. The ban on visiting if the red band had already been included in the previous decree but was valid until April 7, now it is extended until April 30.
Trento and Bolzano
Ad hoc rules in “orange”
The first paragraphs of article 1 of the decree are dedicated to the autonomous provinces of Trento and Bolzano for which the same rules are activated as for the other Regions. So throughout the month of April there will be no yellow zone and the two provinces will change color according to the RT and the number of infections (above or below the weekly average of 250 infections) like the other Italian regions. The law should have been necessary because both provinces, but in particular that of Bolzano, in recent months have often established different rules than those envisaged by the norms promulgated in Rome.
