From the prohibition of moving between regions to the closing of shopping centers during the weekend, passing through local restrictions that could be decided by the governors. These are some of the possible bans the government is working on in light of the new one. Dpcm of November 2.
The executive has been repeating for days that the national closure will be the last card to play. Even the members of the Scientific Technical Committee maintain that there are no conditions to block the economic engine of Italy or entire regions. In any case, it is necessary to act quickly to stop the epidemiological curve as soon as possible and, precisely for this reason, the new tightening must be based on surgical closures at the provincial level.
The tug of war with the Regions
Let’s go in order. In the last hours the Minister of Regional Affairs, Francesco Boccia, met with local governors and listened to their proposals. Among these, the idea of limiting the movement of people over 70 years of age stands out, that is, people who fall into the category of greatest risk in case of contagion.
I governors they insisted on two other points. First: the need to apply unitary measures that involve the entire country. Second: not having the weight of the measures to be taken on your shoulders. Also because among the hypotheses on the table, as mentioned, is that of denying individual governors, according to Health Minister Roberto Speranza, the burden of establishing where and how to impose local restrictions.
The red zones and the criteria
However, it seems that the path is already laid out. But be careful, because each decision must be adapted to the contagion rate and the current situation within the health structures monitored by the Higher Institute of Health.

The governors, based on the data of the new cases compared to the swabs made and the tightness of the hospitals, will be able to act on the closure of schools and in the opening hours of shops. As if that were not enough, the opening hours of bars, pubs, restaurants, ice cream parlors and patisseries could suffer more limitations than those decided at the national level (at the moment it is expected to close at 18).
In some regions I malls they will close on the weekend. A full lock cannot be excluded, but this will be up to local administrators. On the front displacements, it will not be possible to move between regions except for the usual reasons of work, health or other emergencies that must be justified with a specific self-certification. Finally, the curfew: the cut-off time, set at 23:00 in some regions, at midnight in others, could be brought forward to 18:00.
