New ordinance: stores closed on holidays, shopping is autonomous, no gymnastics at school

BOLOGNA. All shops close on Sundays, except essential ones such as supermarkets and pharmacies, shopping centers, department stores like Ikea and all kinds of large and medium-sized sales structures also close on Saturdays, gymnastics, singing and musical instruments such as the flute, stop run on the boardwalk and in city centers.

The President of the Region, Stefano Bonaccini, has signed the new ordinance to limit the spread of the Coronavirus epidemic. The region is still in the yellow zone but is one step away from the orange zone and the Higher Institute of Health has recommended stricter rules.

So, here are the measures to avoid the crowded scenes that occurred over the last weekend. The mask should always be worn as soon as you leave the house and the only exception is children under 6 years of age. Sports activities can only be carried out in the versi areas, therefore not in the center, on the promenade or in busy areas. Food and beverages can only be consumed sitting at the tables, even from 15 to 18 hours.

The strongest control is that of purchases: no more than one person at a time per household in the few stores that remain open. On Saturday they will have to close all large and medium sales structures, therefore not only shopping centers, but also department stores and shopping parks. The neighborhood shops remain open, but they are also closed on Sundays. The only exceptions are supermarkets, pharmacies, newsagents and tobacconists.

Markets are prohibited, unless there are barriers and entry fees.

Bonaccini: “There are no colors or report cards”

The ordinance is taken in agreement with the presidents of Veneto and Friuli Venezia Giulia, respectively. Luca Zaia and Massimiliano Fedriga, in agreement with the Minister of Health, Roberto Speranza. To further limit risk situations, movements and, above all, gatherings and the concentration of people who also met last weekend. The order was also shared with the prefects, to underline the need for stricter controls and the consequent sanctions, together with local administrations.

“We have one goal that should be everyone’s: stop contagion and reverse the curve of the pandemic – says the president Stefano bonaccini-. It is the priority. And we can achieve this by respecting the rules, with a sense of responsibility and without panic. Unity and coexistence are needed, recovering the common spirit that characterized the first phase of the health emergency, protecting people’s health, guaranteeing the possibility that health establishments guarantee care and assistance services, not indiscriminately penalizing work, economic activities and school. There are no complaints or punitive or rewarding colors – close Bonaccini-, but only the country’s effort to manage the crisis and get out of it once and for all when the vaccine requested by the government is available

Measurements in detail

– Mandatory masks always when leaving home

Outside the home, the use of a mask is always mandatory. Exceptions are those under six years of age, those who are doing sports and those with pathologies or disabilities incompatible with the use of the mask itself, as well as for those who interact with these subjects in the same incompatibility. In the event of temporary lowering of the mask to consume food or beverages or to smoke, the minimum distance of one meter must be respected in any case, except as provided by more restrictive protocols or specific provisions.
-Sports activities in green areas, not in historic centers and crowded areas

Outdoor sports and physical activities are allowed, preferably in public parks, green areas, rural and suburban areas, if they are accessible, always respecting the interpersonal safety distance of at least 2 meters for sports and at least one meter for any other activity. In any case, such activities are not possible in the streets and squares of the historic city center, nor in the usually crowded areas.
– The consumption of food and beverages in public areas or open to the public is prohibited, from 3 to 6 p.m. administration and consumption only when sitting outside and inside the premises

From 3:00 p.m. to 6:00 p.m., the activity of food and beverage administration can only be carried out with consumption sitting both inside and outside the enclosure, in places usually arranged.
The consumption of food and beverages is then prohibited in a public area or open to the public, unless, as in the previous point, they sit in seats regularly placed both inside and outside the premises.
– Only one person per household in stores and points of sale

In commercial establishments, access is allowed to only one person per family, without prejudice to the need to accompany people with difficulties or those under 14 years of age.
-For the markets in the absence of precise rules established by the Municipalities

Commercial activity in the form of an open-air market in a public or private area is prohibited, except in Municipalities in which the mayors have adopted a specific plan, delivered to merchants, that establishes the following minimum conditions:
a) a perimeter in the case of open air markets;
b) presence of a single access door separated from the exit door;
c) public or private surveillance that verifies social distances and compliance with the collection prohibition as well as control of access to the sales area;
d) Application of the form related to retail trade in public spaces contained in Annex 9 of the Prime Minister’s Decree of November 3, 2020.
Naturally, the reference is only to the weekly municipal markets, as all other activities are already suspended.
