What changes for Lombardy with the new Christmas Dpcm?
A question that many have asked themselves, with special reference to the issues that have always been most in their hearts: traveling between municipalities, spending in a municipality other than their own, reuniting with relatives for the holidays.
Let’s see, Dpcm in hand, what can and cannot be done, while waiting for the government’s FAQ that will clarify the last doubts.
Yellow, orange and red areas
The new text in force since Friday, December 4, has confirmed the division into zones of Italy, which classify regions according to epidemiological risk scenarios. A tool that, as the premier pointed out Giuseppe Conte, in the last month allowed to bend the contagion curve and bring the Rt index below the threshold of 1 (to 0.91).
The weekly evaluations of the Ministry of Health, therefore, remain the first discriminatory factor to understand which are the rules to respect: Lombardy, downgraded from the red zone to the orange zone in the last weekend of November, will remain in the range medium risk at least until December 11.
What does that mean? That the rules that we have learned to know in the last week are still in force: free movement within the municipality from 5 to 22; prohibition to cross municipal boundaries except for proven work, health or emergency needs; closure of bars and restaurants 7 days a week, with take-out allowed until 10:00 p.m. and without limitations on home delivery; closing of shopping centers on holidays and the eve of holidays, with the exception of pharmacies, parapharmacies, food stores and tobacconists; distance education for universities and higher, up to the eighth grade; suspension of gaming, betting, bingo and slot rooms also in tobacconists; reduction of up to 50% of the capacity of public transport, except school transport; closure of museums, exhibitions, swimming pools, gyms, theaters and cinemas.
As announced by the President of the Region Attilio Fontana, the Lombardy could go to the yellow zone on December 11It all depends on the trend of the data, of course, but Prime Minister Conte also admitted that the good trend of infections could lead all regions to a “yellow” ranking at Christmas.
What would change with the yellow zone in Lombardy as of December 11?
As of that date, Lombard citizens would see the restrictive rules relaxed to the minimum required by the different decrees.
Movements: allowed from 5 to 22, without the need to motivate them. At 10 p.m. the curfew is given and therefore any movement with proven work needs, situations of need or health reasons must be justified. Movement between yellow areas is allowed. Obviously, it is possible to return home, home and residence and you can get to the second home, provided that it is also in the yellow zone.
Transport: 50% of the capacity, except for school.
Private homes: It is strongly recommended not to receive people who are not cohabiting, except for work needs or situations of need and urgency.
Catering: all shops remain open, with the possibility of consuming at the table from 5 to 18. From 5 to 22 take-away food is allowed, home delivery has no time limits.
Stores: There are no limitations for the categories of marketable goods, but commercial establishments within shopping centers and markets are closed on holidays and before holidays, with the exception of pharmacies, parapharmacies, health and food, tobacco and newsagents.
General rules: The masks should be used both outdoors and indoors in places other than your home. It is not mandatory for those who perform sports activities, if you are eating or drinking in the places and times in which it is scheduled, when you are alone or with your partners.
School: distance education for high school, in attendance up to high school.
Restrictions from December 21 to January 6
The new dpcm, however, introduces stricter restrictions for the period between December 21 and January 6, to prevent excessive holiday freedom from leading to a third wave early in the year.
Movements: all prohibited, always, from one Region to another, even to reach second residences. On December 25, December 26 and January 1, even those from one municipality to another are prohibited. Throughout the national territory there is a curfew from 10 p.m. to 5 a.m., on December 31 from 10 p.m. to 7 a.m.
Movements justified by: work needs, needs (such as the provision of assistance to people who are not self-sufficient) and health reasons. It will always be possible to return to the Municipality in which you have residence, domicile or home (therefore it allows the reunification of distant couples for work reasons but many times they live in the same house).
Return from abroad: Those who are outside national borders for tourist reasons between December 21 and January 6, including tourists, must undergo quarantine.
Ski resorts: closed from December 4 to January 6.
Cruise ships: suspended from December 21 to January 6.
School: as of january 7 i go back to attending high school. Traditional teaching is guaranteed for each school for 75% of the students.
Bars and restaurants: here the difference will be made by the area to which the Region belongs. Lombardy must be in the yellow area and therefore must always be open for lunch, even on Christmas and Boxing Day. If it was in orange or red, bars, restaurants, pizzerias, etc. They will be open from 5 to 22 for take away only, home delivery always possible.
Celebrations at home: The government cannot intervene and impose strict restrictions, which is why it has only introduced the strong recommendation not to receive people who do not live together at home, to defend ourselves and our loved ones, especially parents and grandparents.
Hotels: open throughout Italy, but on the 31st at night it will not be possible to organize parties or dinners. Therefore, hotel restaurants will close at 6pm on that day and only room service will be available to guests.
Stores: throughout Italy, from December 4 to January 6, they can remain open until 9:00 p.m. From December 4 to January 15, on holidays and the eve of holidays, shopping centers can only maintain food stores, pharmacies, parapharmacies, toilets, tobacco shops, kiosks and nurseries.
