But let’s proceed in order: what happens from tomorrow, Thursday, November 5, when the new Dpcm will come into force?
In fact, Italy will be divided into three different areas or risk bands, based on the analysis of epidemiological data and the evaluation of 21 criteria, with which the level of severity of the epidemiological situation of a Region or part of it is established, but also the ability to cope from the point of view of the services health (hospital locations available, for example) the ongoing emergency. Different restrictive measures will correspond to each risk zone or band to contain the contagion. The Regions of Italy, or parts of them, will be assigned to band 1, band 2 or band 3, by means of a specific ordinance of the Minister of Health, who valid for 15 days and then we will proceed to a new evaluation of the data and possible relocation of the Region or part of it to a different band, depending on whether conditions have improved or worsened.
At the moment, the divisions of the different Regions into three different bands have not yet been formalized, but what seems almost certain is that, for example, Lombardy and Milan will fall into one of bands 2 or 3, therefore with restrictions very severe. . The mayor of Milan Sala confirmed it through social networks, also confirming the signing of the Dpcm by the premier. As to Veneto Region there is a risk that it will fall into band 2, hence orange, which would mean, for example, that bars and restaurants can only offer takeout and home delivery services. Actually It is also possible that some parts of Veneto end in band 1 and that other parts of Veneto, the most compromised from the epidemiological point of view, end up in band 2 and become the “orange zone”. Of course, to be certain of this it is still necessary to wait for the official measures of the Minister of Health Roberto Speranza planned at this time.
The new measures at the national level (band 1 or green zone)
The Dpcm establishes in Art. 1 a series of new rules valid for the whole of Italy, without prejudice to the additional restrictions in force for those Regions that will end up in band 2 (orange zone) or band 3 (red zone). Among these new rules that will undoubtedly have to be applied in Veneto (except for additional restrictions) we recall:
- Curfew at 10pm: “From 10 p.m. to 5 a.m., only trips motivated by proven work needs, situations of need or health reasons are allowed”
- Museum and exhibition closures.
- Shopping centers are closed on weekends.
- Stop betting points wherever they are.
- Reduction of the capacity of means of transport to 50%.
- Distance learning for all high school classes. For the classes that may continue to teach face-to-face classes, the “mandatory use of respiratory protection devices is provided, except for children under six years of age and for those with pathologies or disabilities incompatible with the use of a mask.”
Restrictions for band 2 (orange zone)
In article 1 bis, the Dpcm identifies the additional restrictions foreseen for those territories (Regions or parts of them) that will be included in band 2, journalistically renamed as “orange zone”. In this case, technically, we are talking about territories with a “high severity scenario” (corresponding to the “type 3” scenario in the four-level subdivision operated by the Istituto Superiore di Sanità). The main restrictions that apply to the Regions or parts of them that will be included in band 2, or “orange zone”, are the following:

- «All movement into and out of the territories referred to in section 1 is prohibited, except movements motivated by proven labor needs or situations of need or for health reasons. Restrictions for band 3 (red zone)
Article 1 ter of the new Dpcm indicates the additional restrictions provided for those Regions or parts of them that will be assigned to band 3, journalistically speaking, the so-called “red zones”. Veneto is sure he won’t fall into this situation at least in the first place (and hopefully never). In this case, the Dpcm speaks of a “scenario of maximum severity” (corresponding to the “type 4” scenario in the four-level subdivision operated by the Istituto Superiore di Sanità). The main restrictions that apply to the Regions or parts of them that will be included in band 3, or “red zone”, are the following:
- Displacements will be prohibited, except for those “motivated by proven labor needs or situations of need or for health reasons”, not only within and outside the territories of band 3 or “red zone”, but also within the same territories. That is, it means that you can leave home only for travel reasons, in fact a return to the known confinement in March and April.
- The Dpcm of the Regions or parts of them included in the “red zone” foresees the suspension of “commercial retail activities”, except those considered essential. That’s why the stores are also closing.
- Markets will be suspended, except those with food stalls.
- The catering business is suspended, therefore, bars, restaurants, pastry shops, ice cream parlors, etc. that can only do home delivery or take out from 5 to 22.
- In the “red zone” areas, distance education will cover all classes from second grade through high school. In attendance, teaching can only be carried out in kindergarten and sixth grade, always with a mask used except for children under six years of age or in case of incompatibility with use.
- In the Regions or parts of them included in band 3, motor activity will continue to be allowed, that is, walking, “near the house” always with a mask and respecting the distance of at least one meter from others. There is also the possibility of “individual sports activities”.
- Compared to the draft distributed yesterday, also in barbershops and hairdressers in the “red zone” may remain open, but the Dpcm still provides for the suspension of “personal services”.
