The dpcm foresees that the streets and squares where gatherings can be held may be closed after 9:00 p.m., allowing access only to residents and those who carry out professional activities. At first, the text of the decree indicated the mayors as responsible for the closures: this part was eliminated after protests by local administrators.
Measures for restaurants
All catering activities can remain open from 5 a.m. to midnight, if consumption takes place at the tables: otherwise only until 6 p.m. Catering with home delivery is allowed in compliance with hygiene and health regulations. A maximum of 6 people per table is allowed in restaurants and it is mandatory to place outdoor signs indicating the maximum capacity of the place. There is no limitation for restaurants within hospitals, airports and highways. The game and bingo rooms can remain open until 9:00 p.m.

With regard to schools, the activities continue in presence, but in second grade schools more flexible modalities will be favored as of October 21, with admissions at 9 in the morning and, if possible, in shifts of late. Universities, on the other hand, must be able to adapt to the evolution of the epidemiological situation, providing the possibility of distance education if necessary. The decree provides for the suspension of amateur sports competitions, prohibits local festivals and fairs (allowing only national and international fairs) and suspends conventions.
Referral to gyms and swimming pools
The prime minister explained that gyms and swimming pools will be given a week to align with security protocols. For those who do not respect them, of course, decisions will be made on closings. So, for now, the gyms and swimming pools remain open.
