The Dpcm of November 3 divides Italy into different zones, some measures are valid throughout the territory, others are specific for areas characterized by a scenario of high severity and a high level of risk, still others for areas characterized by a scenario of maximum severity and high level of risk. The measures will take effect on Friday, November 6. The regions that fall into the different areas were provided live by the Prime Minister.

School measures valid throughout the country, yellow zones

Abruzzo, Campania, Basilicata, Emilia Romagna, Fvg, Lazio, Liguria, Marche, Molise, Province of Trento and Bolzano, Sardinia Tuscany, Umbria, Veneto

100% superior distance learning – There remains the possibility of carrying out face-to-face activities to take advantage of the workshops or to guarantee the effective school inclusion of students with disabilities and, in general, with special educational needs.

Childhood, primary, first grade of secondary – Stay tuned

Mandatory mask even on the counter – Mandatory use of respiratory protection devices, except for children under 6 years of age and for people with pathologies or disabilities incompatible with the use of the mask.

Collegiate meetings – Only from a distance.

Educational trips – They are suspended. Exchange or twinning initiatives, guided tours and educational outings are also suspended, with the exception of PCTO activities.

college – closed, remote lessons.

What can’t be done

In the same yellow zones it is not allowed to leave after 10pm, except for verified needs, that is, for work, health and emergency reasons. Self-certification is required to move from 10 pm to 5 am

Shopping centers are closed on holidays and the days leading up to holidays.

Museums and exhibitions closed.

Areas characterized by a scenario of high severity and high level of risk (orange)

Puglia and Sicily

These areas must always be identified with a specific order from the Ministry of Health.

For schools, the same measures provided for at the national level apply.

What can’t be done

Shopping centers are closed on holidays and days before holidays.

Bars and restaurants closed seven days a week.

Museums and exhibitions closed.

Areas characterized by a scenario of maximum severity and high level of risk (red)

Lombardy, Piedmont, Calabria, Valle d’Aosta

These areas must always be identified with a specific order from the Minister of Health.

Kindergarten, early childhood education services, primary and first year of lower secondary remain present. The teaching activities in the rest of the cases will be carried out exclusively remotely.

In any case, the possibility of carrying out face-to-face activities is maintained if the use of laboratories is necessary or to guarantee the effective school inclusion of students with disabilities and in general with special educational needs.

The provisions of the Decree are effective until December 3, 2020.

What can’t be done

Exhibitions and museums closed.

The beauty centers are closed but the hairdressers are open.

Stores closed except food stores.

Closed restaurants and bars seven days a week.

It is forbidden to move even within the municipality itself at any time.

Regions that had already planned the suspension of face-to-face teaching

Campania: the Region, with ordinance no. 86 of October 30, had already planned distance education for all schools at all levels.

Puglia: the Region, with ordinance no. 407 of October 27, had already established the suspension of classroom teaching activities for educational institutions of all levels (primary, lower secondary and upper secondary) until November 24.

Umbria: the Region, with ordinance no. 69 of October 30, had already planned the suspension of teaching activities in presence for all first and second grade secondary schools until November 14.
