Below are the new measures provided for in the draft of the Dpcm October. “Obligation to always have with you, outside your home, personal protective equipment, with the possibility of making its use mandatory even outdoors when you are near other people who do not live together, and in any case with the security of anti-contagion protocols provided for specific economic and productive activities, as well as guidelines for the consumption of food and beverages. ”The updated draft of the Dl provides for this with the new framework for contrast measures Coronavirus, which provides for the extension of the state of emergency until January 31. The measure, government sources say, could be postponed to next week, even if “it has not yet been decided.”

Postponement hypothesis
According to what has been learned, there are two hypotheses on the table at Palazzo Chigi in the face of the new anti-Covid measures: the first is to launch, tomorrow, the decree-framework, with the extension of the state of emergency, and the consequent Dpcm; the second is that of a “bridge” Dpcm that reaches October 15, the deadline for the current state of emergency. The two hypotheses are linked to the House vote on the majority resolution, after today’s postponement. The vote in the House is scheduled at 10 am and, therefore, could allow the government to approve the decree and the Dpcm by tomorrow. The final decision, we still know, will only be made tomorrow morning. On one point, qualified government sources claim to be sure: “There will be no more measures than those announced by Minister Speranza in the Chamber.”
Test for those arriving from Great Britain, Holland and Belgium
Those arriving in Italy from Great Britain, Holland and Belgium must undergo the mandatory buffer. The measure, as it has been known, should be contained in the new Dpcm that Prime Minister Giuseppe Conte must sign tomorrow. To date, the requirement for molecular or antigen testing with swabs is envisaged for those arriving from Croatia, Greece, Malta, Spain, as well as from Paris and seven other regions of France.
Operating immune until 2022
The decree also provides for the “interoperability of the Immuni application with platforms that operate, for the same purposes, in the territory of the European Union.” The provision also states that Immuni can remain operational until December 31, 2021.
For regions, more restrictive measures are accepted
The regions can only adopt more restrictive anti-pollution measures than those established by the government dpcm. They can adopt “expansive” ones, therefore more permissive, only in cases where the dpcm expressly provides for it and after obtaining the consent of the technical-scientific committee. This is what the draft of the new government decree that defines the regulatory framework for anti-Covid measures provides. The previous decree law, approved in July, contemplated the possibility of the Regions introducing both tougher and softer measures than those established at the national level. Now that possibility disappears. In any case, the regions must “inform the Ministry of Health at the same time.”
