New decree, mandatory outdoor masks immediately (not when doing sports)

Outdoor masks to always carry with you, throughout the national territory. But during sports there is no obligation to wear them. With a four-page, seven-article provision, the government is trying to resolve the legislative mess caused by Tuesday’s absences in the House.

The decree approved on Wednesday by the Council of Ministers extends the state of emergency until January 31, 2021, reduces the powers of regional presidents over the containment of Covid (they may issue only restrictive orders than those of the government and no longer loosen the prohibitions), regulates the use of masks outdoors, extends until October 31 the conditions of the dismissal fund in exception contained in the Decree of relaunch of August 14, 2020 and extends the life of the Dpcm of September 7 that expires at 24 hours on Wednesday.

In the templates, the text speaks of the obligation to Always carry respiratory protection devices with you, with the possibility of providing for mandatory use in interior places accessible to the public, including means of transport, and in all outdoor places when you are around other people who do not live together. Those who carry out sports activities are excluded from the obligation; children under six years of age and those with pathologies or disabilities incompatible with the use of the mask, as well as those who, when interacting with the above, find themselves in the same incompatibility.

The decree of the Prime Minister, whose process had stalled due to too many absences in Montecitorio related to the virus, remains valid until October 15 and, in any case, at the latest. The novelty is the obligation to always carry a respiratory protection device and to wear it in closed places accessible to the public, including means of transport, and in all places outdoors when close to other people. they do not coexist, and in any case with the exception of the anti-contagion protocols foreseen for specific economic, productive and social activities, as well as the guidelines for the consumption of food and beverages. Of the obligation that I am excluding those who are doing sports activities, children up to 6 years old, people whose disability is incompatible with the use of the mask and their companions (if they cannot wear it).
