Movements at Christmas, what can and cannot be done – Norms and Institutions

With the stop to travel between Regions started today, the Christmas bans come into effect, although for another two days it will be possible to have a coffee at the bar, have lunch at the restaurant, make the last gifts and move around your own Region without any self-certification (HERE THE FORM TO FILL OUT AND DOWNLOAD).

In 48 hours Italy will instead be in the red zone and will remain there from Christmas Eve until December 27, from December 30 to January 3 and again on January 5 and 6, ten days in total in which there will be, from fact, in a generalized confinement. At the moment, however, no further restrictive measures are envisaged, following the discovery of the much faster-spreading English variant of the virus: stopping flights from Great Britain should not be followed by a tightening of existing bans and this, government sources point out, basically for two reasons. We are not in the conditions of the United Kingdom, with 35 thousand cases a day, and especially soon the prohibitions planned for the Christmas holidays will be activated, which impose already very strict measures. In the next few hours, flights to and from the Netherlands and Luxembourg could also be blocked, said the undersecretary of the Interior, Carlo Sibilia, but specified that it will be a decision at the European level.

So the work that is being done right now is to locate as many subjects as possible who may have contracted the English variant of the virus and isolate them. Only for the beginning of January, if this were not enough and if the cases increase, it will be considered whether the restrictions are extended or others are introduced, starting from the school. From the 24th, Italy will therefore be in the red light district: bars, restaurants and shops will be closed – except for supermarkets and food products, pharmacies and parapharmacies, kiosks, tobacconists and bookstores – you can go for a walk near the house with masking and performing sports activities alone, self-certification will be required for the only permitted movements, that is, those for proven reasons of work, health or need or to return to your residence or home.

However, the government has introduced an exception to the travel bans, which allows a maximum of two people during the entire Christmas period (January 24-6), plus children under 14 years of age, disabled people and not self-sufficient living with them – moving only once a day to visit family or friends. On this point, two clarifications came from the government, which updated the frequently asked questions on the Palazzo Chigi website. The first refers to the possibility, in the 10 ‘red’ days, of being able to visit friends and family even in a municipality other than the one of residence, as long as it is in the same region and always within the maximum limit of two people. The second, on the other hand, refers to small municipalities with less than 5,000 inhabitants: on the days indicated with orange during the Christmas holidays (December 28-29-30 and January 4) it will be possible for those who live there to leave. to another region, always however, within 30 km of your residence and without going to the provincial capitals.

A clarification to allow all those who live in neighboring areas not to be deprived of the possibility of meeting people who live in a town a few kilometers away but in another region. The government has also clarified the issue of second residences: between now and January 6 “transfers of a family unit living together to second residences are always allowed, from 5 to 22, within their own region and always prohibited to others. “. Regions “. As for the spouses or partners who live separately for work reasons, it will be possible to meet,” if the place of reunification is the one where there is residence, domicile or home. “And the movements of separated parents are also allowed, that they can also visit their children in another region or abroad: this is one of the reasons of necessity, as is the assistance to non-self-sufficient parents. On the other hand, it is never allowed to visit parents who are in good health and live in another region, as well as “extra-regional tourism travel” between December 21 and January 6.
