Mini-confinement, military in the street and the obligation to wear a mask: what awaits us with the next Dpcm

Mini-confinement, patrols against concentrations, military controls, obligation of masks, reduced hours for some activities. These are the measures that the government is studying these days, measures that will be included in the Dpcm of October 7 to contain the wave of coronavirus infections in Italy.

A stage in the style of Phase 1 that makes its way again after the peaks of recent times (+2,844 new cases only yesterday, a figure that had not occurred since April 24), and that in recent days has driven to Prime Minister Giuseppe Conte to extend the state of emergency until the end of the year. In fact, in some territories the restrictions have already come into force, such as in Lazio, Puglia and Marche.

Conte was able to discuss the details already tonight, October 4, in a meeting with the heads of delegation of the majority parties. The decisive CDM will be tomorrow, Monday, October 5, but in the meantime the intentions seem clear. And, as declared by the Minister of Regional Affairs, Francesco Boccia, if the hospitals were filled in “the restrictions on personal freedom could return” in some areas of Italy.

From this point of view, although the number of infections is similar to that of the central months of the emergency, the geographical situation is nevertheless different: at the top of the ranking of the regions most affected in the last hours is Campania (+401 ), followed by Lombardy (+393), Piedmont (+279), Veneto (+276) and Lazio (+ 261). A photograph that also worries the President of the Republic Sergio Mattarella: “I cannot silence the concern about the increase in the rate of pandemic contagion – he commented – and about the victims that we continue to register every day.”

Obligation to wear a mask

Already taken in Lazio and Puglia, the obligation to wear a mask outdoors 24 hours a day returns with a straight leg in the national Dpcm. Boccia said he was “very much in favor” of a return of the regulation in force until the first days of summer in many regions. An obligation that must be strictly observed: as expressly requested by the Ministry of the Interior, there will be more controls on the streets throughout Italy.

Already in Rome, the controls are now fully operational, especially in the nightlife venues, just a few hours after the regional ordinance. The chief of staff of the Ministry of the Interior, Bruno Frattasi, sent a circular to the prefects of all national territories, with the aim of adopting all initiatives within their competence to limit the risk of contagion. The “commitment of the police forces to ensure compliance with anti-Covid provisions” was encouraged, allowing the option of “selective controls in relation to urban areas and the busiest times”.

Military in the streets

Along with the police, the military will also fall. The Ministry of the Interior has already decided in the same circular: «control activities can be modulated with the possible help of military personnel belonging to the“ Safe Roads ”device». In this context, a plan to this could be evaluated for Campania, one of the regions with the highest population density and now with the highest number of daily infections. President Vincenzo De Luca himself asks the Ministry of the Interior and the Chief of Police, who intends to organize a significant increase in patrols, selective controls and sanctions in the coming days.

Mini-lockdown: new restrictions for the premises

Work is also being done on the hypothesis of specific and localized measures. If the RT were to go up, one of the measures that the next Dpcm could suggest for some places or territories would be the time limit of the premises, in particular of restaurants and pubs. The intention is always the same, and that is to limit the risk of crowds in the places and times of the day with the greatest influx.

The option of inserting or hardening the measure could be left to the Regions, as in fact it is already happening. Some ‘mini-confinements’, such as bars closed from 6:00 pm to 6:00 am the next day and the suspension of barbers and hairdressers in some areas, have already been established in several territories. The latter refer to an ordinance of Basilicata in the Ponentino, directed to the municipalities of Tramutola and Marsicovetere, and will be in force until October 13.

Closure of sporting and cultural events

The new meeting squeeze also affects sporting events: there will be a limit of 200 people in closed spaces – such as sports halls, cinemas and theaters – and the confirmation of the maximum ceiling of a thousand people for outdoor events – such as in stadiums. Therefore, a step back will be requested from the Regions that wanted to increase capacity.
