And after the approval of the Dpcm by Prime Minister Giuseppe Conte, many protests, press releases, the will to fight against measures considered too penalizing for economic operators and also political reactions by local administrators. The mayor and president of the province of Piacenza Patrizia Barbieri, On his Facebook page, he posted a substantial comment following the introduction of the new recipes that will take effect from midnight on Monday, October 26.
“A few nights ago I said that we should come together and think about getting out of this storm together, but I too, like all of you, live with some concern the latest government decisions – Barbieri wrote -. As always, we will also respect the new DPCM, with the maximum commitment and with the sense of duty that our community has always shown to have, however there are many doubts that this last provision raises and I am talking about it because from the first day of this emergency I have chosen to be honest and transparent with you, for better or for worse.
As has already happened, this new DPCM contains generic indications that leave room for interpretation and delegate control of critical situations to the territories, in the absence of the necessary tools to be able to do so in a truly effective way. Although it has been reiterated several times, the problem of border areas between one region and another, such as Piacenza, is not taken into account.
The virus travels at different speeds throughout the country. Today we know that there are big problems in Rome, Milan, Naples and other cities. So why not also diversify the intensity of the measures according to what health care suggests? We have chosen to attack bars, restaurants, gyms and the entire culture and entertainment sector, regardless of the sacrifices and investments that so many serious managers have made and continue to support. A few days ago the government gave the gyms a week to adapt to the protocols and the controls began: in Piacenza the controls showed how the managers had fulfilled their duty. So why close?
During the summer months in Piacenza no one slept, neither among private operators nor among public institutions. We have executed all the economic aid until July, creating a fund for social emergencies of more than 1 million euros. We gave the possibility of expanding the positions, we introduced tax exemptions (only for the TARI we invested 2,200,000 euros), we studied measures for the markets, we canceled the events that could be sources of contagion and above all we reorganized the schools, investing to adapt buildings.
Right now I received a communication from the Ministry of Education with the claim that one day the school will be reorganized in another way …
I am truly perplexed by this widespread closure that does not take into account the enormous effort of the operators who have made all possible financial sacrifices to ensure the distancing, individual safety and control of customers.
And the culture. In Piacenza we have the Municipal Theater, which is the safest place of all. Nobody addressed the issue of verifying what tools we had implemented to ensure security; it simply closes, as well as for the entire cultural sector already seriously affected.
I will make my voice heard so that all workers find a response to their sacrifices and that the affected sectors are compensated quickly. I repeat to avoid doubts, I do not want to be misunderstood. These reflections do not mean that we do not scrupulously respect the DPCM: our commitment will always be maximum and we will respond to each decision of the Government and the Region with responsibility and determination. But I do not intend to do it in silence, without energetically reiterating that concrete and coherent measures are needed, as well as urgent and focused measures, in addition to -of course- the economic resources necessary to face the difficult situations that we are all called to face ”.
