The actual changes to the Maneuver will be the result of the modifications that will be approved in the coming weeks in the House Budget Committee. The request for an extension until December 2023 of the super bonds, that is, tax deductions of 110% for energy and seismic improvement of buildings, is signed by about seventy deputies from all the majority forces: M5, Pd, Iv and Leu. “The measure has just begun – explained the president of the Chamber’s Productive Activities Commission, Marina Nardi (Pd) – but it runs the risk of suffering other stops due to Covid. That is why the expansion is necessary.” The intention is shared, but in the majority and in the government there are cost concerns. For this, the idea of lengthening the measure could be put in the fridge until
all’arrivo from the recovery fund.
To postpone the expiration of the green bond on cars, there is more than a request from various majority forces, such as Iv and Pd. In this case, the M5s lift their nose, who would like to focus the incentives only on electric cars, while the allies also point to the latest generation of diesel and gasoline.
The balance, on the other hand, is contained in an amendment signed by the deputies of Leu and the Democratic Party that calls for the abolition of the Imu and the stamp duty on current and deposit accounts, to replace them with a progressive minimum rate of 0.2% “on large assets whose tax base consists of a net worth of more than 500 thousand euros”. The first signatories are Nicola Fratoianni, who is part of the component of the Italian left in Leu, and Matteo Orfini, from the minority Pd. The road to this amendment, however, seems uphill: it does not find too many sponsors among the allies and the opposition does not like: “A new episode of the serial ‘Even the rich cry'”, comments the parent company of Forza Italia in the Camera, Mariastella Gelmini.
Another issue will also create some tension in the majority: Iv and Leu ask for an increase in the special tax on the last arrivals among cigarettes, those with “inhaled without combustion” tobacco. Forza Italia also wants similar measures: “It is necessary to increase taxes on heated tobacco products. Regardless of the alleged links between the multinational Philip Morris and Casaleggio Associati”, jokes the deputy of Forza Italia Osvaldo Napoli, recalling the controversies of the latter days.
In addition to the Maneuver, then, there is also the other provision that reaches the Chamber, the Dl Ristori Quater, which will be launched by the government in the next few hours. A first draft provides for the blocking of foreclosures and administrative arrests for those who request a postponement of “tax debts” due to “proven” economic difficulties. The measure also includes the postponement of the tax deadlines of November 30 and new specific aid for temporary workers in tourism, entertainment and for workers employed in the sports sector. But according to Forza Italia senator Dario Damiani “the extension of just ten days of the tax deadlines for the payment of the second or only installment of the anticipated income tax and Irap is ridiculous.”
