The long-awaited and discussed transition of Milan and all of Lombardy from the red zone to the orange zone will lead to three facilities starting tomorrow. First, second, and third grade students will be able to return to class in the classroom. Those from secondary schools and universities, on the other hand, must continue with distance education. Second: all commercial establishments can remain open without distinction between those that sell food or other basic necessities and those that, instead, sell different goods and products. But beware: the shopping centers will remain closed on Saturdays and Sundays, except for the corridors and food outlets and, again, those of first necessity, such as pharmacies and parapharmacies, kiosks and tobacconists housed. within the same centers. The activity of game rooms, betting rooms, bingo halls and slot machines is also suspended. The swimming pools, gyms, theaters and cinemas remain closed. However, the sports centers are open. Finally, the third flexibility envisaged by the passage from the red zone to the orange zone: within the Municipality of residence or domicile you can move without self-certification. It is forbidden to go to municipalities other than the one in which you reside and outside the region unless you have a proven need for health, work or need.
For the rest, all the measures established at the national level by the decree that will expire on December 3 will remain in force, measures that are therefore independent of the ordinances in force region by region. Translated: the curfew is still in force at 10 p.m., the capacity reduced to half of public transport is still in force and until 10 p.m. the obligation of bars and restaurants to only make takeout or home delivery remains in force.
The order signed by Minister Roberto Speranza will be published today in the Official Gazette and will take effect the following day: Sunday, in fact. Unless there are surprises and the health situation worsens, there will be an additional relief around Christmas: the whole country, in fact, will become the yellow zone. This is currently the Government’s orientation to reconcile, whether we like it or not, rightly or wrongly, the need to defend against the Coronavirus with the economic and social needs of the upcoming Christmas holidays.
