Lombardy red zone: what can be done and who remains open since Friday

With the new Dpcm presented on the night of Wednesday 4 November by Prime Minister Giuseppe Conte and with the order of Minister of Health Roberto Speranza, Lombardy will be identified as a “red zone” region as of Friday 6 November.

The decree, which will remain in effect until December 3, has been postponed 24 hours to allow everyone to organize on Thursday, to align with the new provisions.

Entering the red zone will ensure that the restrictive measures will remain active for the next 15 days, at the end of which the Minister of Health, after a discussion with the leaders of Pirellone, will assess whether to confirm Lombardy’s classification or whether to “downgrade” it to orange or yellow zone, based on the 21 parameters chosen as indicative of the progress of the pandemic (read more).

What can and cannot be done from Friday, November 6 in Lombardy?

Ultimately, any movement is prohibited except for proven needs for work, study or health; bars, pubs, restaurants, ice cream parlors and pastry shops close to the public and can keep take-out (until 10 pm) and home delivery active; sports activity is allowed only at the individual level and in the vicinity of the house; distance learning from the seventh grade.

Movements

Displacements from one Region to another, from one Municipality to another and even within the Municipality itself are prohibited, at any time, except for work, necessity and health reasons that are proven by presenting the corresponding self-certification (download it here). Return to your home, home or residence is allowed;

Deal

Retail commercial activities (stores) are suspended, both in the neighborhood and in medium and large sales structures. Food stores, kiosks, tobacconists, pharmacies, parapharmacies and all the sales activities identified in Annex 23 of the Dpcm remain open (see the complete list here).

Shopping centers must allow access to these activities without prejudice to the closings on holidays and pre-holidays already foreseen at the national level.

The markets remain closed, except for businesses that sell food.

Activities related to personal services (including beauty centers) are suspended, with the exception of hairdressing, hairdressing, laundry and other activities indicated in Annex 24 of the Dpcm (see the complete list here).

Catering

Catering services are suspended 7 days a week, including bars, pubs, restaurants, ice cream parlors and patisseries.

On the other hand, home delivery remains active without restrictions, while takeaway food is allowed until 10:00 p.m. with prohibition of consumption on the spot or in the immediate vicinity.

School

Distance education, already active for secondary school students, extends 100% also in the second and third secondary schools. Only preschool, primary and secondary schools remain open. All university courses will be conducted with distance education, with specific exceptions. The movements strictly necessary to ensure the realization of face-to-face teaching are allowed, within the limits in which it is allowed.

Means of transport

For local public transport and regional rail transport, filling is only allowed up to 50%, except for school transport.

Sport activity

All sports competitions are suspended, including those that take place in outdoor sports centers, as well as all sports events and competitions organized by sports promotion bodies, except those recognized as of national interest by Coni and Cip.

Individual physical activity is allowed in the immediate vicinity of the house, respecting the distance of at least one meter from any other person and using respiratory protection devices. Sports activity is only allowed outdoors and individually.

Gyms and swimming pools are closed.

Culture

Suspension of exhibitions and public opening services of museums and other places of culture. The suspension of shows open to the public in theaters, concert halls, cinemas and other spaces, even outdoors, is maintained.
