Red zone, orange and yellow: thus Italy, with a color classification, was divided into new Dpcm of November 3, in force from November 6 to December 3.
As the prime minister has already announced in the information to Parliament, the new interventions to contain and mitigate the spread of Covid and prevent the collapse of the health system, including the closure of commercial activities and territorial blockades) depend on 3 scenarios. Maximum risk: red zones; high risk: orange areas; moderate risk: yellow areas.
The entries and exits of the Autonomous Regions and Provinces (or parts of them) with the red, orange or yellow stripe are decided with Ordinance of the Ministry of Health according to the president of the corresponding Region, based on the 21 criteria that define a risk coefficient (eg: Rt index, number of symptomatic cases, hospitalizations, RSA cases, bed occupancy based on actual availability. ..) and weekly monitoring report from the Ministry of Health and the ISS.

Last update: yellow regions turn orange or red
The report of the November 9 edition reports that: “all Regions are classified as being at high risk of an uncontrolled and unmanageable epidemic in the territory or at moderate risk with a high probability of progressing to high risk in the coming weeks.”
After the alert and after the confrontation with the CTS, Minister Speranza signed an ordinance that foresees the passage of some Regions from the yellow zone to the orange one. These are Abruzzo, Basilicata, Liguria, Tuscany and Umbria, which turn orange from Wednesday November 11. Meanwhile, the Autonomous Provinces of Trento and Bolzano have proclaimed themselves Red zone. As to Campania, the Special Supervised Region whose yellow zone status has been the subject of controversy for days, the Government has not yet spoken. The decision is scheduled for today, Tuesday, November 10: according to progress, Campania could become the orange zone.
New Dpcm: the Red Zone Regions
The regions in which the most restrictive semi-closure measures have been adopted as of November 6 are:
- Lombardy
- Piedmont
- Calabria
- Aosta Valley
They have also been added to the list as of November 9
- PA from Trento
- Bolzano PA
For these regions, the red alert has been triggered by the high circulation of the virus, the filling of hospitals, the Rt index and the incidence of contagion per 100,000 inhabitants. Here the risk rating ranges from moderate to high.
Measurements for red zones
For the Regions in worst of cases the government waits more restrictive measures and sudden compared to the rest of the country.
Extraordinary interventions range from closing schools and universities, with activation of distance education from second grade, to store closings Except for essential services (supermarkets, groceries, pharmacies, tobacconists, newsstands …). Hairdressers and barbers are also open, but beauticians are not. It is forbidden to enter and leave the territories, even within the same city: you can only leave home for proven work reasons or situations of need or for health reasons. In any case, the movements strictly necessary are allowed to ensure the realization of face-to-face teaching within the limits in which it is allowed and the return to one’s residence, domicile or home. Self-certification once again justifies the movements.
Restaurants, bars, pubs, ice cream parlors and patisseries are also closed, but home delivery and take away will be allowed. All sports activities are suspended, including those carried out in sports centers and clubs. However, it is allowed to carry out motor activities alone (running and walking) near your home, always respecting the distance of at least one meter from any other person and with a mandatory mask.
Regions of the orange zone
The middle band, the “orange”, refers to:
By order of Minister Speranza scheduled for November 10, these other 5 Regions are added to the list of orange areas;
- Abruzzo
- Umbria
- Basilicata
- Liguria
- Tuscany
Here the risk of increased cases and the stability of the regional health system has led the government to adopt some measures in the red zone, such as closing of bars and restaurants throughout the day, and not only after 6pm (home delivery would be allowed), 50% local public transport; distance education for high school, curfew from 10 pm to 5 am, museums, exhibitions and arcades closed, and shopping centers on holidays and before holidays.
Yellow zone regions
The yellow zone, the safest, was initially the largest and covered 14 Autonomous Regions and Provinces. As of Wednesday, November 11, the new list of yellow zones will be composed of the following:
- Sardinia
- Molise
- Lazio
- Market
- Emilia romagna
- Friuli Venezia Giulia
- Veneto
- Campania (probable move to the orange zone)
Restrictive measures for the yellow zone
For the Regions that will be in the third band, these restrictive measures are envisaged:
- shopping centers closed on weekends and holidays
- curfew from 10 pm to 5 am with the possibility of moving only for proven reasons of work, health or need
- 100% distance learning in secondary schools
- local public transport reduced by half (maximum capacity of 50% for buses, trams, metro and regional trains)
- museums and exhibitions closed, as well as theaters and cinemas
- restaurants and bars open until 10pm, with table service suspended from 6pm.
How the red, orange and yellow areas are decided
To classify the health risk, some indicators with threshold and alert values are identified that should be monitored at the national, regional and local levels and are based on these data the measures to be taken are decided.
Not just the number of new cases or the Rt index; Among the criteria that determine the entry or exit of a region of the red, orange or green zone we find:
- tracking capabilities (number of symptomatic cases reported, hospitalized and in intensive care, cases in rsa);
- diagnostic ability, survey and contact management
- transmission of the virus and maintenance of health services (number of cases notified to Civil Protection in the last 14 days; Rt calculated on the basis of the integrated ISS surveillance, number of cases by date of diagnosis and date of onset of symptoms reported to the integrated surveillance Covid-19 per day, new transmission outbreaks, new cases confirmed by Region not associated with known transmission chains, occupancy rate of total beds in intensive care for patients with Covid-19 and occupancy rate of total beds in the Medical Area for patients with Covid-19 ).
