Prohibited movements (with some exceptions) between high-risk regions: this, in short, one of the novelties of new DPCM signed in the evening by the Prime Minister.
The decree that will come into force tomorrow will diversify restrictions according to territories: for high-risk regions, both for scenario three (orange zone) and for those already in scenario four (red zone), stricter bans compared to those planned throughout the national territory.
Rules that also apply to travel to and from these regions; The local authorities and the government, in fact, have agreed on the need to isolate those areas where the infection spreads too quickly, to prevent the coronavirus from spreading to other regions where, for the moment, the situation seems to be more under control.
For this reason, it was decided to take a step back, returning to the limit, as was done for the first closing movements between regions only in cases of need. But beware, this time the restrictions only apply to those areas considered higher risk.
Exiting (or entering) regions at risk: when is it possible?
The DPCM text states that for both the red and orange areas it is any movement in and out is prohibited. Therefore, for all those Regions for which a high level of risk will be determined, a travel limitation will be activated.
This applies both to those who have to move from a Region in the yellow zone to one classified as a red or orange zone, as well as vice versa. In detail, the only movements allowed in this case are those that fall in one of the following cases:
- proven job needs;
- situations of need;
- health reasons;
- ensure the realization of face-to-face teaching within the limits in which it is allowed;
- Return to your home, home or residence.
In the other case it will not be possible exiting or entering a high risk Region and therefore indicated with the colors red and orange. Instead, it is always allowed to move between two Regions of the yellow band.
But what are these Regions? The official list will be communicated only in the afternoon, but in the meantime there are several advances in this regard.
To and from which regions will movements be limited
For the moment there is still no official status With respect to the red and orange regions, however, the list seems almost complete.
They certainly will prohibited movements in and out of Lombardy, the Calabria and the Piedmont, as well as for him Aosta Valley. These Regions, in fact, will probably be in the Red zone; to leave – or enter – the regional territory, therefore, it will be necessary to declare – using a self-certification model – the reason for the transfer.
In the orange zone, however, there should be Veneto, the Campania, the Puglia and the Liguria. As already seen, the aforementioned rules apply to them as well, thus prohibiting crossing the regional border.
