Juve-Napoli: Blues can avoid 0-3 at the table, but can be punished for violating protocol

Napoli saved from 3-0 at the table, but was it sanctioned, perhaps with a penalty in qualifying (-1), for violation of protocol? a possible scenario. We arrived.

But first a preliminary question: how does the protocol, a state legislation, which regulates football in the time of Covid, and the power of the ASL to intervene by putting that protocol aside? In two ways: 1) reiterating that the protocol must be applied to the letter, respecting the bubble of the team group and 2) limiting the interventions of the ASL to what is within its competence, that is, the protection of health in the place.

No one is so stupid to argue that ASLs have no competence in the matter, but can only intervene if, in their territory, faced with urgent cases (a dangerous increase in infections, a worrying situation in intensive care) it is necessary to prevent the group of team moving around for training sessions and games. It must be duly motivated, which -according to the lawyers of the FIGC- the ASL of Naples did not do when it prevented the team from going to the airport, behaving as if the protocol did not exist (on the other hand, the Salernitana, same territorial health situation , with two positive matches). That is why no one has asked to change the protocol: enough to regulate the behavior of professional footballers in the Covid era. Which, in case of positivity, must remain strictly in the bubble, then pass the quarantine in a structure agreed with the ASL and exit it only to play the games subjected to constant buffers. If, for various reasons, including the lack of a suitable structure, as it was for Napoli, the club wants to send the players home, it is necessary to obtain authorization from the ASL. Alternatively, the protocol is violated.

Napoli had it? By the time Zielinski turned positive on Friday afternoon, the players were home. On Saturday they went to Castel Volturno to undergo swabs in modalit drive in and then they went back to sleep at home, without leaving for Turin. But it seems contradictory that the ASL has authorized on the one hand a lightening of the protocol (the ok to sleep at home) and on the other a hardening of it (not the game).

The Federal Prosecutor’s Office is investigating whether there have been violations of the protocol: since June sanctions have been identified ranging from a fine, to inhibition, to penalties in points, to exclusion from the championship. Therefore, it could also happen that Naples does not suffer 3-0 at the table for not showing up to play the game with Juve (which will therefore be recovered), because he obeyed an ASL order (although doubtful according to FIGC), but is sanctioned for not respecting the protocol. And from now on, everyone will know how to act.
