Italy turns red: the decree with the new anti-Covid measures is on the way

The official data will arrive only after the meeting of the control room and the validation by the Scientific Technical Committee, but the trend was so clear that several regional presidents have announced the passage in the red zone.

Faced with the ordinances that will delineate the new color map of Italy from Monday, the Minister of Regional Affairs Mariastella Gelmini, the Minister of Health Roberto Speranza and the CTS (also present Miozzo, Brusaferro and Locatelli) will meet on Friday at 9 : 30 the Regions together with the representatives of Municipalities and Provinces: an informal meeting that will be used by the executive to illustrate the measures that must be approved, on Friday morning, by Cdm with a decree of law (and not a Dpcm), even if a bill was hypothesized at first. The speed at which the virus is spreading has forced the government to choose a faster path.

The planned measures: closing at Easter The measure will enter into the criterion according to which with a weekly incidence of 250 cases per 100,000 inhabitants, one automatically enters the red zone – rejected in January by the Regions but on which there is a substantial distribution throughout the government and the hardening of Easter like how did a Christmas: all of Italy in red from Good Friday to Easter Monday.

The new criteria for turning “red” On the other hand, discussion is still open about the possibility of lowering the RT threshold with which to enter the orange zone (now it is at 1 in the morning) and about the early curfew. Speranza will have to sign the ordinances after the entry into force of the new decree law and the measures will begin from Monday: in the red zone we will therefore go with an Rt greater than 1.25 in the lower value or with an incidence of 250 cases per 100 thousand inhabitants. It means that the Basilicata, Campania me Molise, red for a week, it will almost certainly be added Piedmont (Rt at 1.41), Lombardy (Rt at 1.3), Emilia romagna (incidence greater than 400), Friuli Venezia Giulia (Rt a 1.3) e Market (incidence greater than 250) and, in all probability, Lazio me Veneto, which have an Rt above 1.25 and a scenario of marked deterioration, Calabria, province of Trento and Bolzano, which have an incidence of more than 300 cases.

With the data at the limit, there would be instead Abruzzo and Tuscany, which should remain orange along with Umbria, Liguria, Puglia and Valle d’Aosta. In these six Regions the shops will remain open while it will be possible to have a coffee in the bar and have lunch in the restaurant only in Sicily and in Sardinia: the first is the only Region in the yellow zone while Sardinia for the second consecutive week will be in the white zone, the one in which the possibility of opening all activities is foreseen. The national measures will then be accompanied by the local ones and the presidents of the region must adopt the ordinances when the provinces or municipalities exceed the threshold of 250 cases per 100,000 inhabitants.

However, many have been ahead of the government’s directions. After ordering a curfew at 7 p.m., the first big city in Italy, the mayor of Bari Antonio Decaro also closed gardens and public parks, the same measure adopted by Vincenzo De Luca for all of Campania.

Controls will also increase So far, the police forces have concentrated on avoiding concentrations in nightlife areas and on the main roads, without being able to control thousands of citizens who, according to current legislation, moved within cities and municipalities. But starting Monday they will. to be able to carry out more specific controls, since mobility will be, in fact, very limited.
