Italy can wait, we talk about it on Friday

The criteria should be urgency in the promulgation of the dpcm and immediate effectiveness of the decree. Instead, both characteristics, repeatedly evoked by the prime minister and continually requested by the majority parties, have been annulled in these hours. At 6 o’clock in the afternoon, the President of Lombardy, Attilio Fontana, writes: “Until now the government has not communicated anything to us and we do not know in which band Lombardy is located.” And in fact an hour later, both from the Palazzo Chigi and from the Ministry of Health, it transpires that the “new measures reserved for the yellow, orange and red zones will be in force as of Friday.” Therefore, there is a decree hastily signed overnight which, however, is not yet operational. The rules should have gone into effect from tomorrow and instead they will postpone everything to Friday. Prime Minister Giuseppe Conte will speak at 8:20 pm trying to explain something about the new Italy to three areas.

The government throws the ball into the Regions’ field saying that “in this way everyone has time to organize their activities.” In reality, the problem refers to the very location of the Region in a given area and not in another, therefore, the intersection of the scientific data that determines the risk index. So much so that the governor of Liguria Giovanni Toti says that tomorrow he will face Roberto Speranza “on the positioning of the Liguria Region with respect to risk bands.”

The main node is data. The governors point out that the latest epidemiological findings date from last week, so it is not possible to take them as a reference point.
