Luigi Di Maio takes the stage and personalizes the result of the referendum: “The ‘no’ was to hit me.” Although he does not officially hold a position within the party, he appears in the Lupa di Montecitorio room to speak in front of the cameras. It is barely five in the afternoon, the victory of Yes in the referendum has already been established and the counting of the regional teams has not yet begun. It is the perfect moment for the former political leader who wants to speak again as leader of the Movement, just when most of the parliamentarians ask for Congress. “Now states-generalized or extinction,” says Barbara Lezzi. “Now Estates General, but not blitz”, adds Sergio Battelli.

The climate is this. Di Maio confirms the victory of the referendum and unloads the local defeats on others. Defeats that burn and for the Movement are a real shock. For example, in Puglia, even though the M5s did everything possible to make Michele Emiliano lose, he was disappointed in the end. And in Campania, Di Maio regions, in 2018 M5 exceeded 50%, now it has stopped at 13%. For many it is the continuation of a psychodrama.

Di Maio washes his hands. “I am very proud of the result of the referendum. The regional ones, on the other hand, could have been organized differently and also in the Movement with another strategy ”. The missile goes in the direction of Vito Crimi, despite the official renewal of confidence. In reality, the chancellor inaugurates the party congress, the day he manages to bring home with percentages close to 70 such an identity flag for the Movement.

In the Montecitorio offices there are some grillini who have more weight in the Movement: the Vice Minister of Finance Laura Castelli, the Minister of Innovation Paola Pisano, the Vice President of the Senate Paola Taverna, the group leaders in the Chamber and Senate Davide Crippa and Gianluca Perilli the parliamentarians Carlo Sibilia and Francesco D’Uva. Then comes the moment of the photo on the terrace that portrays the exponents of the M5S carrying a “ruling” vision. There is no space, at least in the shot that is published, for Vito Crimi, the current political leader. After all, the race for succession has begun and Di Maio is on his way. For an expanded team, he pointed to Chiara Appendino, mayor of Turin, who, however, could be out of the game as of today due to a 6-month sentence for false ideology in Ream’s trial.

The victory of Yes, with about 70% of the voters, confirms the reduction in the number of parliamentarians. A cut of 345 elected, with senators falling from the current 315 to 200 in total, while deputies are reduced from 600 to 400. A result that blocks the majority, with the parties that support the government aligned by the Yes (although Iv left the freedom to vote, despite having voted on the reform in the last parliamentary passage).

And as it happens in these cases, today is the day of rejoicing. Also for the Democratic Party that claims victory in a referendum. So much so that Walter Verini runs to clarify: “Zingaretti worked to unite, she worked for Yes in the referendum, so I don’t see any risk to her leadership.” The pentastellati take a step forward by challenging government allies on the ground of new reforms, including cuts in parliamentarians’ salaries and the new electoral law.

The undersecretary certainly does not want to corner himself and throws the ball even further just as he receives excellent projections from Tuscany and Puglia: “Now go ahead with the reforms quickly.” While on the alliance front, the time for the accusations has begun: “From the data” of the regional “it appears that if our allies had listened to us more, the government alliance would probably have won almost all the Italian regions. Unity is not a problem or a risk, but an opportunity ”.

For the League, on the contrary, the “logical consequence” of the victory of the Yes “is that we immediately go to the vote, also because it would not explain how a Parliament that does not conform to the Constitution can be held for another three years. Worse still is that this Parliament, not in accordance with the Constitution and the will of the people, can elect the next President of the Republic ”.

But the Yes victory also blocks the legislature at least until next spring: it takes two months for the redefinition of the colleges, following the new structure of parliament. Then we get to the heart of the budget session and in January the EU Commission wants the Recovery Fund projects. Therefore, the earliest possible electoral window would be opened only from February to the end of July, when the white semester will begin, a period in which the Chambers cannot be dissolved. And with the serenity that the government will not have to demobilize at least for a time, the States General will open in the Movement with Di Maio back on the scene.
