The costs of domestic staff increase, especially for those who have a nanny who cares for children under six years of age and for those who have a collaborator who takes care of two non-self-sufficient elderly people. For these two profiles, the renewal of the sector’s collective agreement, signed on September 8 (and with effect from October 1), brings with it a new compensation, in addition to the salary, of 115.76 euros per month for care of children under 6 years and 100 euros per month for caregivers of level “C Super” and “D Super” who take care of more than one person who is not self-sufficient. These ad hoc increases started in October.

As of January 2021, the salary increases generally established with the renewal of the National Collective Bargaining Agreement will be applied: for cohabiting workers classified at level “B Super”, the increase is 12 euros per month, to be adjusted for the other levels. Contributions to Cassa Colf double (from 0.03 euros per hour to 0.06 euros, two thirds paid by the employer and one third by the worker), while it will be necessary to wait until 2021 for the Inps quotes to be updated .

All these changes may result in increases that range between 10 and 118 euros per month, which are applied to the 848,987 permanent domestic workers registered by the INPS and the 176,848 in the regularization phase with the amnesty provided for by the re-launching decree. It is estimated that another million domestic workers remain “black.”

The budget for families

What is the difference between the cost of the same worker today and January 2021? For a nanny at level “B super” who follows a four-year-old child and today has an hourly wage of 6.13 euros, the cost goes from 900 euros a month to more than a thousand euros. The only corrective to the additional compensation mechanism is that the new amount “can be absorbed by any individual super-minimums of best favor received by the worker” (article 34 of the new collective agreement). In practice, if the family already pays the worker an hourly wage higher than the minimum set forth in the National Collective Bargaining Agreement, and this “super-minimum” is already worth 116 euros more per month than the base salary, it changes less for the family : only the 12 euros salary increase and the 2.6 euros increase in contributions to the Cassa Colf (which in any case exceeds 180 euros per year).

But while in some areas of the country, such as the northeast and northwest, it is common for the hourly wages of domestic workers to be higher than the minimum established by the National Collective Bargaining Agreement, the same is not the case in the center and southern Italy, where wages are higher. aligned to the minima.
