A realmini reform‘of the Code, which, however, has already met with criticism in the media and by many user associations who stress that these innovations not only simplify anything, but in fact, according to some workers in the sector, make life very difficult for motorists.

In fact, many problems will come from speed cameras in the city, authorization however subject to the opinion of the Prefect. Speed ​​control on urban roads using fixed devices is objected, however, there is a risk of producing avalanches of fines and appeals, replicating what happened with the traffic light controls.

Another controversial provision is that included in the new article 12 bis of the CdS that provides for new powers for parking inspectors and assistants, who will have greater sanctioning powers in urban parking bans.

Even employees of municipal public services, such as urban transport, or waste collection companies, will have ‘special powers’ in cases “related to the performance of the aforementioned activities.” Investigations possible with “digital technology and photographic tools”.

Ok for bikes in the wrong direction, but only on urban roads with a limit of 30 km / h or on the Ztl and “regardless of the width of the road, the presence and position of vehicle parking areas and the mass of vehicles authorized to transit.”

The Legislative Decree, whose conversion is in progress between the Chamber and the Senate, establishes the redefinition of the bike lane, so that it can also be used by other vehicles: ‘bike-bus’ lanes. The urban bicycle lane is born: with a single carriageway, piers and paved sidewalks, with a speed limit of no more than 30 km / h and priority for bicycles. Priority to bicycles even on one-way urban streets where two-way bicycles are allowed.

What about motorists? Few concessions: the prohibition of circulation with foreign license plates is revised, parking is regulated in the spaces for recharging electric cars, which must be released one hour after the end of the operation. On the road, the driving ban falls with 250cc three wheel motorcycle and in any case with a power not less than 15 kW.

In the case of taxis and NCC, they can also use long-term rental cars and not just leased ones.
