Who I am “Joint” that from May 4 you can meet in your region, but only out of necessity? After a few days of confusion, Palazzo Chigi tries to clarify. The Prime Minister’s website has published the news of the Dpcm from April 26 and responded to the many doubts of the citizens, providing clarifications on the decree published in the Official Gazette in recent days that will take effect at midnight on May 3. These are the main “Frequently Asked Questions” (FAQs) about Phase 2, the frequently asked questions about the actions taken by the Government.
What are the new features of the Dpcm April 26, 2020?
The Dpcm of April 26, 2020 introduces, from May 4, several innovations, including, for example, the possibility of visits to their relatives who live in the same Region and the reopening of public parks and gardens, in compliance of health and safety requirements. avoiding meetings anyway (mayors may decide to temporarily close the parks again, if the ban on the meeting cannot be guaranteed). The use of the mask in closed places accessible to the public (such as public transport and commercial establishments) becomes mandatory. The new Dpcm also establishes the obligation to stay indoors for all those who have symptoms related to respiratory syndromes and a body temperature above 37.5 degrees. Also from May 4, you can return to motor and sports activities, individually, even away from home. Another important novelty refers to the possibility of holding funeral celebrations, with a maximum number of participants set at 15 people, wearing protective masks and possibly outdoors. The Dpcm, again from May 4, allows take-out restaurants for bars, restaurants and the like, which is added to the already accepted home delivery activity. Various productive and industrial activities, activities for the manufacturing and construction sectors, together with all the wholesale activities related to them, with the obligation to comply with current regulations on occupational safety.
Can I move to visit someone?
You are allowed to travel alone to meet your family members (see the following frequently asked questions), which must be considered among the movements justified by necessity. However, it is strongly recommended to limit meetings with people who do not live together as much as possible, as this increases the risk of contagion. During these meetings, the following must be respected: the prohibition of collection, the interpersonal distance of at least one meter and the obligation to wear masks for the protection of the respiratory tract.
Who are the relatives you can meet?
The area to which the term “relatives” may refer may derive indirectly, systematically, from the rules on kinship and affinity, as well as from jurisprudence on the subject of civil liability. In light of these references, the “relatives” referred to in the DPCM should be considered to include: spouses, partners, partners in civil unions, persons who are united by a stable emotional bond, as well as relatives up to the sixth grade (like, for example, the children of the cousins to each other) and the relatives up to the fourth degree (like, for example, the cousins of the spouse).
Therefore, by relatives we mean “relatives, relatives, partners in civil unions” and those people “united by a stable emotional bond”. Definitely relatives (and therefore grandparents, parents, children, grandchildren, brothers, sisters, uncles, and cousins). But also the “kindred”, that is, the family members acquired by the spouse: therefore, a wife will be allowed to meet all the relatives of her husband’s relatives (in-laws, brothers-in-law, grandchildren) and vice versa . Palazzo Chigi has not yet specified whether, as Prime Minister Conte previously said, “family” can also be considered the category of boyfriends, partners or cohabitants (without, of course, no document proving this). According to a judgment of the Court of Cassation that recognizes the engaged couple as people linked “by a solid and lasting emotional bond”, the interpretation that should come seems to also extend to engaged couples, unmarried couples and partners. Movements to get to know only your family members, as you can read in the frequently asked questions published by Palazzo Chigi, should be considered among the movements justified by necessity. However, it is strongly recommended to limit meetings with people who do not live together as much as possible, as this increases the risk of contagion.

You can leave your home only to go to work, for health reasons, out of necessity (in this case, the decree includes the visit of relatives, see the Frequently Asked Questions), or to do sports or physical activities outdoors. Also, every home outing for outdoor sports or motor activities is warranted. It is understood that the justification of all the admitted trips, in the case of any verification, can be provided in the forms and with the allowed methods. In any case, all movements are subject to the general assembly ban and, therefore, to the obligation to respect the minimum safety distance of one meter between people.
