The local administrations have repeatedly requested the proposal to have the delegation to be able to manage autonomously and start the works. “All the procedures were done within the deadline, then the one who had to act was the extraordinary commissioner”, explains Giovanni Monchiero, coordinator of the working group that developed the Piedmont plan.
