Article 8 of Ministerial Ordinance no. The 60/2020 regulates the matters related to the evaluation of the qualifications and the verification of the declarations presented at the time of completing the application for insertion in the provincial rankings of the 2020/21 and 2021/22 substitutes.

Article 7, paragraph 12, of the OM of July 10, 2020 establishes:
“Applicants declare in the application all the qualifications possessed for which they request evaluation, without producing any certification. An exception is made, with the need to produce the respective title, in relation to:
- academic qualifications obtained abroad;
- declaration of the value of the qualification obtained abroad for teaching conversation in a foreign language;
- teaching services provided in the countries of the European Union or in other countries “.
Therefore, the 24 CFU certification, any IT certification or the achievement of a master’s degree, other degree, etc. was not attached.
Verification of declarations: two phases
- First verification: Evaluation of qualifications and verification of declarations.
The calculation of the scores is done automatically by the computer system.
The provincial school offices, also thanks to the polo schools, were able to proceed with the evaluation of the declared qualifications for the corresponding GPS. In many cases this led to exclusion from the ranking, but due to time constraints and objective difficulties in evaluation, many cases remain unsolved and the rankings have been published.
In fact, the Ministry, while allowing the presentation of error reports that allow schools to correct in legitimate defense, intended to publish the rankings in a definitive way, postponing the dispute over the evaluation to any appeal. It is important that substitutions are assigned before September 14.
- Second control: the first school in which you join the service
The school where the first contract will be signed will control the statements sent.
The director performs the controls and communicates the result of the control to the competent Office, which systematically validates the data contained in the application and notifies the person concerned.
The degrees are considered definitively validated and useful to the holders for the presentation of new applications and for the construction of the national teacher registry.
The risks of this procedure
If the school director identifies any discrepancy, he communicates the circumstance to the competent Office, for the purpose of exclusions or in order to reaffirm the scores and positions assigned to the candidate; The evaluation and the consequent determinations for the purposes of any criminal liability remain the responsibility of the principal of the school who carried out the checks.
Therefore, it may happen that the alternate is assigned, the checks are started, and a lower score is found than the assignment would have determined. The substitution is not correct.

School and ministry offices will verify
Given the importance of the operation, the Ministry anticipated that both the School Offices and the Central Administration will have the appropriate forms of control.
National Register
The checks will be very important because the score, once validated, will be useful for submitting more instances without going through the checking phase a second time.
