Exceptions for two diners and movements of small communes

The Christmas decree is approaching: Italy will be in the red for all holidays and pre-holidays until Befana, with shops, bars and restaurants closed and a ban on leaving the house except for work and health reasons.
After days of discussions, the government launches the new push to prevent holiday lunches and dinners from triggering a third wave in January and February. “The reproducibility index of the virus has risen again – warns the Minister of Health Roberto Speranza – and that is why it is necessary, to stop the increase in infections, fix the red zone”.
The measures are contained in a decree-law of only three articles that the Council of Ministers approved after a long discussion within the government and with the Regions.
There is an exemption for two diners who do not live together, in addition to those under 14 years of age, who can move even with prohibitions to reach relatives and closest relatives in private homes.
On the other hand, on December 28, 29 and 30 and January 4, the country will be in the orange zone: it will be able to move freely within the municipalities and the stores will be open. For bars and restaurants it will return on January 7.
