The line of the ministers of culture and health can be summarized in these terms: the measures taken in the last dpcm are neither in heaven nor on earth, they do not adapt to reality, if we do not prepare now for a period of restrictions and sacrifices in a few weeks we will be forced into a confinement, and then it will be tears and blood. Walter Ricciardi, who is a consultant for Speranza, said it clearly, opening a glimpse of what the forces are coming from the ministry: “Milan, Naples and perhaps Rome are out of control. Palazzo Chigi categorically denies at the moment that a new dpcm is planned for the weekend. “However, you will see that they will,” admits an M5 minister. The head of government is monitoring the trend of the curve with his entourage. He is reluctant to accelerate with more drastic measures, but is well aware that the situation is fluid and that in a few hours the picture could change dramatically. The high number of infections to date, more than 15,000, was read with concern and his entourage made it known that the government is “ready to intervene” at any time. “The fact is that at the moment he does not want to go against the industrialists, with whom he has few relationships,” is the point of view of a five-star source in the executive.

Conte is confident that he will be able to avoid a new dpcm also based on the new strategy in which he initially found himself tight and later decided to marry. They say that Franceschini’s intervention was the decisive one in the hours after the closing of the schools ordered by Vincenzo De Luca: “Giuseppe, we cannot wage war on the Regions by challenging the ordinances. We have to support local institutions and coordinate interventions, or we run the risk of entering into a perennial conflict ”.

After a few hours of reflection, the president gave the green light. Speranza and Francesco Boccia are tasked with establishing the coordination of operations. The Minister of Regional Affairs has set up a kind of permanent control room, listening to almost all the governors on a daily basis, evaluating and validating the proposals. In concert with the Minister of Health, who endorses the presidents’ ordinances: first Campania, then Piedmont, then Lombardy. It is the government itself that urges the Regions where the contagion curve seems most worrying, such as Veneto, Liguria and Valle d’Aosta. Conte himself led the operation when addressing the Senate: “In specific regions we are willing to intervene with more restrictive measures.”

The case of Lazio is significant. Nicola Zingaretti is among those who have insisted on stricter measures since last week. In the beginning, when the strategy of the “closure” from below had not yet matured and a new season of confrontation between Rome and the local autonomies seemed to be looming, he had made it known that he did not want to make decisions independently, also aware of the meaning. politician who would have assumed the dual role of leader of one of the main government parties. The Democratic Party secretary only moved when the picture became clear, proceeding like his colleagues to arrange a curfew and an increase in distance education.

For the sanctioners, for whom this irregular technique is not enough anyway, it is a way of going back through the window, for Conte and the government everything is a way out to discharge at least part of the unpopularity of the measures in the Regions.
