Starting today, December 1, it is possible to obtain the necessary code to participate in the so-called “receipt lottery”, which will begin on January 1. The “receipt lottery” is a reward system based on purchase receipts, organized by the government to try to combat tax evasion: the idea is to encourage the use of electronic payments by motivating consumers through cash prizes.
How the lottery works is quite simple: you have to go to the site that the government has specifically created (lotteriadegliscontrini.gov.it), click on the “Participate now” section and enter your tax code. The system will then produce a “lottery code” that must be stored and shown to merchants at the time of purchase: each euro corresponds to a virtual lottery ticket, for a maximum of a thousand tickets per single receipt.

To get virtual tickets, the cost must be at least one euro and be done in a physical store, not online. In addition, until January 1, purchases made through your health card (for example in pharmacies and parapharmacies) or those that involve a tax deduction or deduction may not be used to obtain virtual tickets.
The raffles will include seven weekly prizes of 5,000 euros, three monthly prizes of 30,000 euros and an annual one of one million euros, for purchases made in cash. For payments with cards and ATMs, there will be fifteen weekly prizes of 25 thousand euros, ten monthly prizes of 100 thousand euros and 5 million euros of annual prize. There are also prizes for merchants: weekly from 5,000 euros, monthly from 20,000 and annually from 1 million. Weekly drawings will be held every Thursday (or the next business day if that Thursday is a national holiday), while monthly drawings will be held every second Thursday of the month.

The winners of the various awards will be contacted directly by the Customs and Monopolies Agency, by registered letter or certified email. In addition, if you entered your mobile number when registering on the portal, you will also receive an SMS with the communication of the victory. It will not be necessary to save the receipt to collect the victory, but it will have to be done within 90 days following the communication from the Agency, and the amounts won will not be taxed.
The “receipt lottery” is another version of the famous “conflict of interest” with which the state tries to use citizens themselves as a tool to encourage merchants, artisans and professionals to become more loyal taxpayers (or retainers). Over the years, many countries have tried to combat VAT evasion by resorting to lotteries, seen as a less problematic tool than the spread of electronic payments (which runs the risk of causing other kinds of problems) and less unpopular than the increase in checks and obligations. for taxpayers.
The tax that is evaded when a payment is made without a receipt is VAT, the tax that applies to all transactions and exchanges of goods and services. It is one of the most avoided taxes not only in Italy but in the whole world. According to the Italian government, about 35 billion euros of VAT are not paid each year, 26 percent of the total (the figure is still low compared to the more than 40,000 million VAT evasion estimated in 2013). According to the European Commission, each year the states of the Union lose an average of 11.2 percent of the total VAT they must collect. Those that do worse than us, with evasion higher than 30 percent, are Greece and Romania, while in Sweden (where almost all payments are made electronically) VAT evasion is estimated at 1.5 percent . one hundred.
