The government has decided. At 1.30 p.m. Prime Minister Giuseppe Conte will explain to Italians the measures of the new Dpcm, recently signed and in force from tomorrow, October 26 to November 24, which first provides for the closure of bars and restaurants from 18 to contain the Coronavirus pandemic. . In the end, it was the executive who prevailed: the regions, which were beating their fists for a closure at 11 pm, only “could” open bars and restaurants on Sundays and holidays.
Palazzo Chigi sources have revealed that the dialogue between the government, the regions and the municipalities is always open to “the adoption of specific measures linked to territorial spaces where there are major problems.” The opinion of the CTS experts, who see the Sunday opening as a useful alternative to avoid family reunions, would have been decisive. The governors just yesterday with a letter had asked that the substantial cancellation of the dinner at the restaurant on holidays be avoided, setting the closure for the 23rd.
In support of the activities that will suffer limitations, from restaurants to sports facilities, passing through the hall, the government is evaluating provisioning measures of 1.5 to 2 billion euros. A point in which the governors had fought until the last summit. Another point rejected by the presidents of the regions continues to be that of swabs, which the governors would like to carry out only for those who present symptoms and for close contacts with positive subjects, whether they are family members or partners.

The recommendations
No unnecessary travel
The new Dpcm recommends “all natural persons not to travel by public or private means of transport, except for work, study, health, situations of need or to carry out activities or use non-suspended services.” “Therefore, you leave home only for strictly necessary cases, avoiding non-essential activities. At the moment there are no restrictions on mobility between municipalities or regions.
There are no guests in the house
Regarding private homes, “it is strongly recommended not to receive people other than people who live together except for work needs or situations of need and urgency.” Private entrepreneurs are strongly encouraged to use the agile way of working. Work smarter, less work in the office.
Measurements
Places open from 5 to 18
For “bars, restaurants, pubs, ice cream parlors and pastry shops” the opening is scheduled from 5 to 18, with table service for up to four people “unless they all live together”. It is allowed to take home and deliver until midnight. Therefore, it is forbidden to consume food and beverages on the premises and in the immediate vicinity after 6:00 p.m. “The food and beverage points of the service areas and the motorway service stations remain open.”
Obligation of masks
The Dpcm provides “the obligation to always carry respiratory protection devices, as well as the obligation to wear them indoors and in all places outdoors, except in cases where the condition of isolation of people who do not live together.” Only those under 6 years of age, those who carry out sports activities (as long as they respect the distance) and people with pathologies or disabilities incompatible with the use of personal protective equipment are excluded from the mask obligation.
Stop weddings or christenings
Although religious ceremonies, such as baptisms and weddings, are not stopped, the following holidays are prohibited, thus eliminating the limit of 30 participants, in force with the previous Dpcm.
Stop gyms and pools, yeah to outdoor sports
Gyms stop at pools. Sporting events and individual and group sports competitions are suspended. Spa and wellness centers are also closed, except those that “provide services that are within the essential levels of assistance.” Suspended basic amateur sports and contact sports. Outdoor sports activities are still allowed, always with spacing.
Also, the ski resorts are closed. It, however, can be “used only by professional and non-professional athletes, recognized as being of national interest by Coni and Cip to allow preparation for national and international sports competitions.” The lifts are open to amateur skiers – he says – “only subject to the adoption of guidelines by the Conference of Autonomous Regions and Provinces” and in any case they must be validated by the CTS.
Distance education in schools
The Dpcm expressly asks “second grade secondary education institutions” to “increase the use of integrated digital teaching by at least 75% by modulating the management of students’ entry and exit times, even with afternoon shifts ». The entrance to the school should not be done “before 9”. The goal is to avoid rush hours, especially on crowded public transport. Therefore, in the final version, unlike the previous drafts circulated, it will be possible to pass over 75% of distance education, knowing the Regions that requested 100% dad. Educational trips and guided tours are suspended.
Stop theaters and cinemas, museums stay open
Cinemas and theaters are also closing (“shows open to the public in theaters, concert halls and suspended cinemas”), as confirmed by the Minister of Cultural Heritage and Activities, Dario Franceschini. On the other hand, museums remain open “on the condition that they guarantee limited use modalities or in any case that they avoid concentrations of people and allow visitors to respect the distance between them of at least one meter.”
The closing of theaters and cinemas was painful. But today the absolute priority is to protect the life and health of all, with all possible measures. We will work to ensure that the closure is as short as possible and how and more than in recent months we will support companies and cultural workers pic.twitter.com/q9HnsJYNDe

Stop at congresses and fairs
Also stop at festivals, fairs, conventions and congresses, allowing each public event to develop only “statically” and always respecting distance. The prohibition of public and private tenders is skipped, which, on the other hand, had been included in the last draft of the Dpcm. Discontinued gaming, betting, bingo and casino rooms; stop at “ballrooms, discotheques, and similar indoor or outdoor venues.”
