From Parisi to Savona, the public managers with the highest salary in Tridico

The INPS manages 185,000 million euros per year of contributions, 157,000 million of social security benefits and 130,000 million of social expenses. The salary of its president, Pasquale Tridico, is discussed: 150 thousand euros gross per year. Indeed, even among civil service executives there are those who earn the most. And in the private sector, executive salaries are significantly higher.

The best salaries in the private sector

Mediobanca analyzed the 2017 compensation campaign of 230 listed companies based in Italy. The highest paid CEO for the sole position earned $ 5.986 billion gross ($ 9.132 billion gross in 2017): Generali’s Philippe Donnet. If we take into account all the remuneration (for example, there are those who simultaneously hold the position of CEO and CEO), the best paid was Carlo Cimbri, CEO and CEO of the Unipol group, with 7,917 million gross in 2018. The second It was Giovanni Tamburi, president and CEO of Tip (investment partners of Tamburi, a merchant bank) with 7.7 million. The third Massimo Della Porta, president of Saes Getters (manufacturer of components and systems made with advanced materials used in industrial and medical applications) with 7,006 million (4,068 million in 2017). The fourth highest paid was Remo Ruffini, president and CEO of Moncler, with 6,515 million euros.

And those of the public

Ernesto Maria Ruffini’s salary as director of the Tax Agency could be around 200,000 euros per year. In 2015, Rossella Orlandi, the former head of the Tax Agency known for her open battle against tax evasion, was one of the first public managers for the salary received and made her tax return public. She herself declared that she received a gross salary of 209,603 euros.
As reported by Milena Gabanelli and Fabio Savelli in the Messenger Service, the president of Consob Paolo Savona is 82 years old, he is a pensioner and by law he could not receive a salary. But to have it in Consob, a way was found to make the law of the Authority prevail over that of the State, and therefore Savona will receive 240 thousand euros per year until the age of 89.
Then there is the case of the president of Anpal, the National Agency for Active Labor Policies, Domenico Parisi, who receives 160,000 gross euros per year, therefore 10,000 more than Tridico. The results obtained to date have been poor: the computerized system repeatedly announced to connect the job supply and the demand of those who earn income from citizenship has never arrived. Instead, important spending reports came in: more than 70,000 euros just to travel to the United States, where Parisi has a family. In reality, President Anpal is not satisfied with his salary. These were the agreements with Di Maio, he declared in an interview in Corriere with Fabrizio Roncone. I told him: my friend, I am leaving the chair of a prestigious university and I cannot lose. Will you give me 240 thousand euros? He replied that there were no problems. But then the salary was much lower. Well come on, it doesn’t matter.
Finally, the Rai case. Here the CEO Fabrizio Salini has a gross salary of 240 thousand euros per year. The rules on the ceiling on the remuneration of public administrators also apply to Rai.

The rules since 2014

As of May 1, 2014, the maximum salary for public managers of 240,000 euros gross per year. The average salary of our senior executives thus went from 339,000 to 212,000 gross euros with an estimated saving of 30 million per year. The same rule was extended to investee companies, with the exception of listed companies (such as Eni, Enel, ENAV, Leonardo, Poste Italiane) and those that issue bonds such as Ferrovie. Claudio Descalzi, CEO of Eni, for example, received 6,456 million euros in 2018. OECD reports on the salaries of PA executives place us among the countries with the highest average salaries. But in reality, it is often not the top management of public companies, but second-tier managers who earn so much in proportion to their European colleagues.
