Since the beginning of the pandemic, parents, healthcare personnel and government concerned about the effects of COVID-19 in children and the ISS conducted an ad hoc study. According to the provision, “the condition of frailty is evaluated and certified by the pediatrician of free choice / general practitioners in conjunction with the territorial prevention department. The student’s family immediately represents the condition of fragility for the school institution in a written and documented way by the competent social and health structures. Frail students, if it is proven impossible to take face-to-face classes in school, “benefit from forms of DDI (distance learning) or from additional methods of supplementary education courses prepared by the school institution.” They must carry out a “periodic monitoring to adapt the actions aimed at guaranteeing the effective use of the didactic activities”. According to the families, “the use of psychological or psychopedagogical support actions” could be evaluated.
The periodic (intermediate report card) and final evaluation of fragile students is carried out in accordance with current legislation, in accordance with the general criteria defined by the teaching staff. The co-owners of the class or the class councils coordinate the adaptation of the assessment methods based on the specific modulations of the teaching activity.

The completion of the final state exams of the first and second educational cycles will be carried out based on specific provisions that take into account the particularity of these students.
It is evident that the ordinance takes into account the recommendations and guidelines of the Scientific Technical Committee expressed at the penultimate meeting. The body of scientists that meets in Civil Protection has given indications for the use of the surgical mask at school and has provided some precise indications about students with frailty, also responding to requests received from various associations, including the Fand (National Diabetic Association) that has been the bearer of the appeals of the parents of these particular students. Letters sent, among others, to Ministers Roberto Speranza and Azzolina, by fragile subjects or with fragile relatives, were shared, accompanied by solutions and suggestions. Positions have been taken to avoid the risk of the mask being used only on pupils with fragile situations. It only does not protect if others do not use it, and after the risk of bullying derived from a condition of diversity, as emphasized by parents who have proposed the possibility of choosing between distance education and face-to-face teaching for each order and school grade until a safe and effective cure and / or vaccine is identified. Especially since more space could be freed up in the classroom and students would be safer at home.

And proposals have been made to allow the lessons to continue without endangering those at risk. Teachers who are fragile due to pathology would like the lessons to be carried out remotely, placing their schedules in the afternoons or in the morning spaces. And in any case, assign fragile teachers to tasks that do not affect the inadequacy and that ensure compliance in agile work.
