The division of Italy into three different areas will be implemented with the next dpcm, with different measures for the territories included in the red zones, Orange and yellow. The most restrictive measures obviously refer to the red zone, that is, the one in which the spread of the Coronavirus is uncontrolled and the situation is more critical: in these cases there will be a real emergency shutdown. Although apparently less rigid than that experienced in spring. At the moment, a draft of the dpcm foresees the limitations regarding red zones, which will have to be defined in the next few hours. However, the measures envisaged at the national level also apply to these areas, such as the curfew at 10 pm. Then, there will be specific rules according to the areas established based on 21 indicators.
What is the red area and how will it be determined?
The areas that fall within the red area. are those considered high risk, in which the scenario is considered “maximum severity“. An article of the dpcm, according to the draft, aims precisely to identify the measures to be implemented for these areas. An ordinance of the Ministry of Health will determine which regions will be considered red areas. Which may, according to the president of the region involved, foresee a “exemption from the application of one or more of the measures“Then there is a verification at least weekly to update the list if necessary. The rules should come into effect on November 5 at the national level, while the application of the red zones could require even more time precisely for the identification of the different areas and for the positioning of the Regions within them.
All the red zone bans
The prohibitions are contained in the draft of the dpcm, still subject to changes in this schedule. First they come travel forbidden inside and outside the territories and in the same territories, except for proven work needs, health reasons and for the realization of face-to-face teaching where it is foreseen and allowed. More or less the same as during the first confinement, with the exception of face-to-face teaching. They come retail business activities suspended, except for the sale of food and basic necessities. Markets closed, except food. Kiosks, tobacconists and pharmacies remain open. They come the activities of the catering services suspended, namely bars, restaurants, pubs, ice cream parlors, patisseries. Dining rooms and ongoing contract catering services remain open if protocols are respected. There is still the possibility of home delivery and until 10 at night also to take away, with prohibition of consumption in the place or nearby.
Activities in suspended sports centers, as well as events and competitions except those of professional level. Physical activity will be allowed near your home, respecting the distance and wearing the mask. Sports activity is also allowed, but only outdoors and individually. As to school, only educational services for children and up to the first year of lower secondary will be present. From the seventh grade, on the other hand, distance education will be applied. Personal services like hairdressers, barbers, and beauticians are also closed.
